Text: On 3/18/10 at 1934 hours, the Alaska State Troopers received a
report of a disturbance at a residence near Wood Road. AST responded to
the area and contacted Joshua T. Grootonk, age 35 of Ketchikan.
Investigation revealed that Grootonk had outstanding warrants for
Assault in the 3rd Degree and probations violations. Additionally,
Grootonk was found to be in violation of his probation, charges will be
forwarded to the District Attorney’s Office. Gootonk was arrested
without incident and remanded to the Ketchikan Correctional Center on
$9000.00 bail.

Text: On 03/18/2010 at approximately 1922 hours Alaska State Troopers
responded to 9070 Angel Street in Wasilla for a warrant arrest.
Troopers contacted Lisa Kennedy, age 20, of Wasilla, and arrested her on
two misdemeanor warrants for Failure to Appear for MICS 6 and Driving in
Violation of Instructional Permit. Kennedy was transported to the
Mat-Su Pretrial facility where she was remanded. Kennedy was held with
$500 bail for each warrant.

Text: On 03/18/2010, at approximately 1456 hours, AST received a report
of an unexpected death at an address on Via Tranquilla Drive, in
Wasilla. Investigation revealed that Daniel Davis, age 67, of Wasilla,
passed away due to natural causes. The State Medical Examiner’s Office
was notified. No foul play is suspected.

Text: On 3/18/2010 at approximately 2212 hours, Alaska State Troopers
contacted Shellie R. Mahoney age 30 of Meadow Lakes near the
intersection of the Pittman Rd. and Beverly Lakes Rd. in Meadow Lakes
for a traffic violation. Subsequent investigation revealed that Mahoney
was under the influence of a intoxicating substance. She was arrested
for D.U.I. and transported to the Mat-Su Pretrial Facility where she was
remanded on $1000 bail.

Text: On 03-18-10, at approximately 2249 hours, Alaska State Troopers
stopped a grey 1988 Nissan Maxima on Vine Road near Shady Grove Lane for
an equipment violation. The driver was identified as Lynn M. Butler age
37, of Wasilla. Investigation revealed that Lynn was driving while
impaired and under the influence of alcohol. Lynn was arrested for DUI
and transported to the Mat-Su Pretrial Facility and held on a $500.00
unsecured bail.

Type: Motor Vehicle Crash – Damage
Text: On 3/19/10 at approximately 1325 hours, Talkeetna AST was
dispatched to a report of a single vehicle crash at Mile 2 Hidden Hills
Road. Subsequent investigation revealed that Devin Duke, 19 of Wasilla,
was driving a 1998 Ford F-250 when he became distracted and drove off of
the road. The F-250 rolled onto its top and sustained approximately
$2,000.00 in damage. Duke was wearing his seatbelt and was not injured
in the crash. Duke was not cited for the crash and was released from
the scene.

driver left the scene prior to the arrival of law enforcement. The
investigation is ongoing.

Type: Assault II
Text: On 3/17/10, at approximately 1711 hours, Alaska State Troopers
received a report of a domestic assault that occurred in the village of
Nunam Iqua in the early morning hours of 3/16/10. Subsequent
investigation revealed that Julia Karl, 40 of Bethel had transported 7
bottles of R&R whiskey to the Frank Camille residence in Nunam Iqua.
Four family members consumed the alcohol and an argument ensued between
two of the members. Lori Camille, 27 of Nunam Iqua, got into a physical
altercation with her mother resulting in her mother receiving a large
cut on her head from an Ulu knife. Lori Camille was arrested and
charged with Assault II. Alcohol was a major factor in the incident.

Type: Fugitive from Justice / US Army Federal Desertion Warrant Arrest
Text: On 3/12/2010, the Alaska State Troopers in Bethel received
notification from the United States Army’s Desertion Office, in Fort
Knox Kentucky, that Joseph Ekamrak (age 25 of Akiachak) was currently
residing in the Village of Akiachak and that the US Army had an active
Federal arrest warrant for Ekamrak for the crime of desertion. On
3/13/2010, at approximately 1430 hours, Alaska State Troopers located
and arrested Ekamrak in the Village of Akiachak on the outstanding
federal arrest warrant. Ekamrak was taken into custody without incident
and later remanded to YKCC in Bethel until such time as Ekamrak could be
transferred into Federal custody.

received a report that 24 YOA Gregory Anisum Kameroff of Lower Kalskag

responded to Lower Kalskag and arrested Kameroff on a charge of Assault
4-DV. Kameroff was transported to YKCC in Bethel where he was remanded
without incident. Alcohol was a contributing factor in this incident.

Text: On 3-18-10 at approximately 2126 hours, AST received a call from
an adult male resident of Old Harbor who reported a 30 year old female
was consuming alcohol in violation of her conditions of release as set
by the Kodiak Court. It was also reported that the female was not in
the presence of her Third Party Custodian as ordered the Kodiak Court.
The investigation is ongoing. Violation of Conditions of Release can be

Type: Aircraft Accident – Injury
Text: On 3/15/10 at approximately 1243 hours, witnesses reported via
911 that a small aircraft had crashed just after leaving the runway at
the Kodiak State Airport. Investigation revealed that a twin engine
Britten-Norman Islander, operated by Servant Air out of Kodiak, had
crashed into a wooded area past the end of one of the runways and across
West Rezanof Drive shortly after takeoff with an intended destination of
the village of Old Harbor. The pilot was identified as Jason Lobo, 37
of Kodiak, Zora Inga, 33 of Old Harbor, and Martin Inga, 38 of Old
Harbor. All occupants suffered non-life threatening injuries and were
transported to Providence Kodiak Island Medical Center. Responding
agencies included, AST, AWT, USCG Military Police, USCG Fire Department,
Kodiak City Fire Department, Bayside Fire Department Women’s Bay Fire
Department, and DOT. NTSB is continuing the investigation.

Type: Motor Vehicle Crash – Damage
Text: On 3/18/10, at approximately 1930 hours, a Trooper from Girdwood
responded to the report of a motor vehicle crash near mile 69 of the
Seward Hwy. An investigation revealed that Zachary Daniels, age 28 of
Kenai, had been driving north on the Seward Hwy in a Ford Taurus sedan
when he lost control in blizzard conditions and struck a snow bank. A
short time later a black Dodge pickup operated by Otto Thiele, age 66 of
Kenai, lost control in the same area and struck a guard rail, and then
Daniel’s vehicle. Damage to each vehicle is estimated at $3,000 and the
damage to the guard rail is estimated at $1,500.

conducted a traffic stop on a Honda Civic for speeding at mile 108 of
the Seward Hwy. which is within the Highway Traffic Safety Corridor. An
investigation revealed the driver of the vehicle, Stephen Willson age 21
of Anchorage, was operating the vehicle in violation of his
instructional permit. Willson was summons to appear in court for the
crime and cited for speeding.

Tag Record, Non-Resident Take Moose Withtout Tag, False Statement on Application
for Alaska Resident Hunting License.
TEXT: Charges were filed last month to the Attorney Generals Office of Special
Prosecutions and Appeals after a joint investigation by the Alaska Wildlife
Troopers Wildlife Investigations Unit and the Oregon State Police. Investigation
revealed that Ryan L. Drager, age 33, of Anchorage Alaska, had been claiming to
be a resident of both Alaska and Oregon in 2009. In the fall and winter of 2009,
Drager had hunted and killed a mountain goat and a moose in Alaska and a bull elk
in the State of Oregon. Drager was not eligible to be a resident in the State
of Alaska and did not purchase the appropriate Non-Resident Big Game Locking
Tags for both species and did not retain the services of a licensed guide before
he hunted and killed a mountain goat. Both the moose and the mountain goat
were transported and possessed by Drager illegally. Investigation also revealed
that Drager made false statements on applications for both an Alaska Resident
Hunting License and a Big Game Tag Record for an Alaska Resident Brown Bear Tag.
The Investigation by the Oregon State Police revealed that Drager had hunted and
killed a bull elk in Oregon in 2009 while using an Oregon Resident Hunting License
and Resident Oregon Elk Tag. The hunt and the take of the bull elk were both
illegal by Oregon State Law since Drager was claiming to be a resident of Alaska.
Following the investigation 2 rifles, 1 compound bow, the goat, and the moose were
seized by investigators in Alaska. In addition, the Oregon State Police seized the
antlers and meat from the elk that were in possession of Drager’s father in Oregon.

to YKCC and remanded pending arraignments on 3/20/2010.

Text: On 3-16-10, General Counsel for Trident Seafoods (Seattle),
contacted the Alaska State Troopers requesting assistance due to a
$233,000 wire transfer from the account of Trident Seafoods being
inadvertently directed to the bank account of Timothy Andrew Boles, 37,
a crewman of the fishing vessel Cascade Mariner (Dutch Harbor) and Anchorage
resident. The money was intended to go to the owner of the F/V Cascade Mariner,
however it went instead to Boles’ account. Investigation revealed that
Boles withdrew $3,000.00 from his account, and that he purchased
$5,600.00 in traveler’s checks, he withdrew $115,000.00 in cash, he
purchased a $90,950 cashier’s check, and on 3-13-10 paid off $17,630
on a loan for his 2008 Chevy Silverado truck. Boles in turn sold his
truck to Alaska Sales and Service in Anchorage. On 3-18-10, at
approximately 0410 hours, Boles was contacted by Soldotna Police
Department at a noise disturbance at the Aspen Hotel. Boles was found
to be with a brand new 2010 Chevy Camaro SS, a $90,000 cashiers check,
a wad of cash, and other newly purchased items. Boles was arrested by
Soldotna AST Patrol and remanded to Wildwood Pre-trial facility. The car

On 3-15-10, the Alaska Bureau of Investigation (AST) Technical Crime
Unit received a report that Chona Agtarap, a Regional Case Reviewer
working for the State of Alaska Health and Social Services, Division
of Public Assistance, appeared to have stolen approximately $724,000
over the past 5 years from the state. On 3-16-10, AST investigators
traveled to Juneau to interview several state employees, as well as
obtain state computer logs for suspected transactions. Investigation
revealed that Agtarap issued new state treasury warrants to herself
under a slightly different name. These checks were then mailed to a
P.O. Box in Kodiak and subsequently deposited into several accounts
at two local banks. It was discovered that she lived
in Anchorage during the week and traveled to Kodiak on the weekend
where she lived. Investigators obtained search warrants authorizing
the freezing of all assets from all known bank accounts related to this
investigation. Investigators also obtained a search warrant for her Kodiak
residence. Kodiak Troopers served the SW at the Kodaik residence, which
resulted in locating many pieces of evidence. Agtarap was contacted at
her state office, which is located in the Frontier building in Anchorage.
Search warrants were also served at Agtarap’s state office and Anchorage
apartment. On 3-18-10, a search warrant was obtained authorizing the seizure
of property in Kodiak purchased with state money. This included a 2010
Nissan Armada, a 2008 Nissan Pathfinder, three four wheelers, a Glastron
boat, firearms, home electronics and furniture, and other home items.
Agtarap’s bail was set at $50,000. The office of Special Prosecutions and
Appeals (OSPA) is prosecuting the case.

Text: On 03-18-10, at 1603 hours, The Bureau of Highway Patrol conducted
a traffic stop on Hartzog Loop in North Pole for a moving violation.
The driver of the vehicle was identified as Ariel Nicole Meindl 19 YOA
of North Pole. Meindl notified Troopers she did not have insurance for
the vehicle she was driving. Meindl is scheduled to appear in court for
driving a vehicle on a vehicular way at a time when she did not have any
insurance.

Text: On 03-18-10, at 1635 hours, The Bureau of Highway Patrol conducted
an investigation of a traffic collision on North Athena Circle in North
Pole, Alaska. Investigation showed Lawrence Schroeder Jr. (50 YOA of
North Pole) was driving a First Student School Bus, south on N. Athena
when he stopped the school bus and inadvertently put the school bus in
reverse. Subsequently the bus collided into a pick up truck stopped in
the roadway behind the school bus. The driver of the pick up was
identified as Debbie Jo Allison 38 YOA. There was minor damage to both
vehicles. There were no injuries to anyone in either vehicle.

Text: On 3-13-10 at 1958 hrs, the AST Northern Bureau of Highway Patrol
arrived to the Tesoro fuel station on College and University for a
report of a female passed out in the liquor store. Investigation
revealed the female identified as Julianne T. Anders 62 YOA of Fairbanks
AK. Anders was transported to FMH due to medical complications.
Investigation revealed Anders was impaired and had driven her motor
vehicle to the location. Anders could not be released from the hospital
due to medical complications. Charges for DUI will be forwarded to the
DAO. This case is currently open pending further investigation.

Text: On 3-13-10 at 0417 hrs, the AST Northern Bureau of Highway Patrol
stopped an older model Nissan truck for a moving violation.
Investigation revealed the driver of the vehicle was DUI. The driver
was identified as Timothy D. Renner 37 YOA of North Pole AK. The
vehicle was released to a responsible party. Renner was brought to AST
and provided a sample of his breath on the Datamaster. Renner was
transported to FCC and remanded for DUI.

Text: On 03-17-10 at approximately 1509 hours, Alaska State Troopers /
Bureau of Judicial Services contacted Daniel Vincent Rincon age 21 of
Wasilla, for a traffic violation near Seldon Rd. and Lakeview Dr. in
Wasilla.
Troopers detected the odor of marijuana emanating from Rincon’s vehicle
and discovered Rincon possessed marijuana his vehicle.
Rincon was issued a summons for Misconduct Involving a Controlled
Substance VI, and was released on scene.
