Conduct
Text: On 11-18-09 at approximately 1103 hours, Alaska State Troopers
responded to the Mile 49 Cabins in Wasilla for the report of a
disturbance. Investigation revealed that Melvin R. Chya, age 46, of
Wasilla, had assaulted a family member and then tried to fight a third
occupant of the residence when the individual tried to call 911. Chya
was arrested for DV Assault 4 and Interfering with the Report of a DV
Crime. Chya was also charged with Disorderly Conduct for fighting with
the third occupant of the residence. Chya was transported to Mat-Su
Pre-Trial where he was remanded into custody and held without bail.

Text: On 11-18-09 at approximately 0923 hours, Alaska State Troopers
responded to a residence on Sylvan Road in Wasilla for the report of a
burglary. Investigation revealed that sometime during the night unknown
individual/s kicked in the front door of an unoccupied residence and
stole over $1,300.00 in tools and personal items. Anyone with

Text: On 11/18/2009 at approximately 1344 hours, Alaska State Troopers
responded to a two vehicle collision at the intersection of N. Seward
Meridian Parkway and the entrance to Mat-Su Career and Tech High School,
near Wasilla. Investigation revealed that Natalya S. Zagorodnaya, age
19, of Wasilla, was operating a 2009 silver Honda CRV southbound on N.
Seward Meridian Parkway. Zagorodnaya was attempting to turn right into
Mat-Su Career and Tech High School when her vehicle lost control on the
ice and collided with a 2003 red Pontiac Grand Am driven by Christopher
D. E. Wolford, age 17, of Wasilla. Wolford was stopped at the stop sign
entering N. Seward Meridian Parkway when the collision occurred. Total
damage to the vehicles was estimated at $3,000. Zagorodnaya was cited
for Basic Speed. No injuries were reported and all parties reported
wearing their safety belts.

Text: On 11/19/2009, at approximately 0201 hours, Alaska State Troopers
responded to a suspicious circumstance at mile 49 of the Parks Highway
near Big Lake. Investigation revealed that Marcus W. Kolstad, age 32, of
Wasilla, was found to be operating a motor vehicle on a revoked license.
Kolstad was issued a misdemeanor citation for driving on a revoked
license. The vehicle was released at the scene to a valid driver.

Text: On 11/19/2009, approximately 0340 hours, Alaska State Troopers
investigated a reported death at an assisted living home in the Wasilla
area. Investigation revealed Brian A. West, age 81 of Wasilla, died as
a result of a long term illness. No foul play suspected and his Next of
Kin has been notified. Services will be handled by Valley Funeral Home.

Text: On 11/18/09, at approximately 1547 hours, AST responded to a
residence on Fireweed Drive in Big Lake for a reported disturbance.

assaulted two family members at the residence. Matrinez was transported
to the Mat-Su Pretrial Facility and remanded into their custody.
Martinez was held pending her arraignment.

Text: On 11/19/09 at approximately 1127 hours, Alaska State Troopers
responded to the Old Glenn Hwy. near Knik River Rd. for a motor vehicle
collision involving injuries. Investigation revealed Joanna M. Draper,
age 31, of Palmer was operating a 1995 Dodge pick up truck south on the
Old Glenn Hwy. with her two children, ages 9 and 11. Draper failed to
negotiate a right hand corner due to icy road conditions; lost control
of the vehicle she was operating and rolled over one time. Draper
received minor injuries on her left arm and was transported to MSRMC.
All occupants were properly restrained in seat belts. The vehicle was a
totaled.

Type: Search and Rescue / Aircraft Accident
Text: On November 18, 2009, at approximately 1700 hours, Alaska State
Troopers in Bethel were informed by Tuntutuliak Village Public Safety
Officer that a Yute Air aircraft was possibly down near the village.
Yute Air confirmed a Cessna 207 made an emergency landing approximately
14.7 miles South West of the village. The aircraft was flying from
Bethel to Kipnuk when it experienced an engine failure. The Tuntutuliak
VPSO coordinated a group of five volunteers to drive snow machines to
the site and pick up the seven passengers and one pilot. All on board
the aircraft reported no injuries and were transported back to
Tuntutuliak where two planes were waiting to fly them back to Bethel.

Type: Assault/Manufacture of Alcohol/Escape/VOCR/Probation Violation
Text: On 11/17/09, Stebbins VPO’s responded to a report that Dana
Henry, age 24 of Stebbins, had assaulted his girlfriend, manufactured
homebrew and was consuming it in violation of his probation and
conditions of release. VPO’s contacted Henry and seized his homebrew,
after escorting him to the Stebbins Police Department, Henry escaped
from the VPO’s. On 11/18/09, a warrant was obtained for Henry on
charges of Assault in the Fourth Degree, Manufacture of Alcohol, Escape
in the Fourth Degree and Violation of Conditions of Release. On
11/18/09, VPO’s located Henry at his residence and arrested without
further incident. Henry was transported to Nome to await arraignment.
The victim of his assault did not require medical care.

Text: On 11-19-09 at 0930 hours, Alaska State Troopers (AST) in Bethel
received a report from Bethel Search and Rescue that Jason Ochoa 44yoa
of Bethel, and Timothy Evon 46yoa of Bethel had went out hunting on
11-18-09 with a four-wheeler and had not returned. On 11-19-09, at 1100
hours, AST located J. Ochoa, and T. Evon walking to Eek and were
provided transportation back to Bethel for treatment at the Yukon
Kuskokwim Regional Hospital for minor frostbite.

reported that Goosma Pitka Jr. had walked into Kalskag to report that he
had been traveling with Yago and April Pitka when they ran out of gas
approximately fifteen miles from Kalskag on Monday night. VPSO Gregory
led a team made up of the Kalskag search and rescue team to search for
April and Yago. The searchers returned to Kalskag at 2200 hours with
them. April and Yago report they were not injured but were cold tired
and tired.

Text: On 11-18-09 at approximately 0750 hours Alaska State Troopers
conducted a traffic stop on a silver 2004 Chevy Malibu on Badger Rd.
near the intersection of the Old Richardson Hwy. for a traffic
infraction. Investigation revealed that the driver, Jerrolynne Ely, 43
y/o of North Pole did not have a valid operators license and the vehicle
was not insured. Ely was issued a summons for both operating a vehicle
without a valid license, and operating a vehicle without insurance. The
vehicle was impounded.

Text: On 11/18/2009, at 2256 hrs, the Alaska State Troopers in Fairbanks
responded to a motor vehicle crash on University Ave near the Chena
River. AST investigation revealed that the driver of a 1999 Ford F-350,
Thomas E Teilborg of Anchorage, made an improper lane change. His
vehicle struck a vehicle driven by Arthur McFarland of Fairbanks.
Teilborg was arrested for D.U.I. and Refusing a Chemical Test. No
injuries were reported and the damage to both vehicles was estimated at
under $2000.00

Type: Burglary in the First Degree / Criminal Mischief in the Fourth
Degree / Theft in the Third Degree
Text: On 11-18-09 at approximately 1015 hours, Troopers noticed a
snowmachine and clothing in a residential driveway near mile 277 of the
Parks Highway. Investigation revealed that during the early morning
hours of 11-18-09, two individuals entered the home closest to the
snowmachine, took clothing from a vehicle in the garage, left the garage
door open, and allowed the pipes to freeze inside the residence. The
homeowner was substantially inconvenienced and damage resulted. The
investigative report will be forwarded to the District Attorney’s Office
as a Burglary in the First Degree, and if not accepted for prosecution,
Troopers will file the misdemeanor charges of Criminal Mischief in the
Fourth Degree and Theft in the Third Degree against the two individuals.

Text: On 11-18-09 at approximately 1948 hrs, Troopers received a report
of a motor vehicle accident on Big Dipper Road. Investigation revealed
James Emmons, 26, of Fort Greely was driving a maroon 2006 Nissan Titian
traveling northbound on Big Dipper Road. Emmons lost control of his
vehicle while rounding a corner. Emmons entered the northbound ditch
and collided with several trees. Estimated value of damage is $1000.00.

Text: On 11/19/2009 at approximately 1059 hours, Alaska State Troopers
responded to a report of a two vehicle collision on University Avenue at
the Chena River Bridge in Fairbanks, AK. Investigation revealed that
Jeffery Moehlin, age 16 of Fairbanks, was driving a 2002 Chevrolet
Blazer southbound on University Avenue when he collided with the guard
rail, slid into oncoming traffic, and was hit by a 1993 GMC truck towing
a trailer driven by Carl Gebhardt, age 24 of Fairbanks. Both drivers
reported wearing their seatbelts and neither had injuries. The Chevrolet
had approximately $5,000 in damage and the GMC and trailer sustained
minor damage. Moehlin was cited for basic speed.

Text: On 11/19/2009 at 1145 hours, the Alaska State Troopers in
Fairbanks received a report of stolen checks from a residential mail box
in the North Pole area, near Indian Paintbrush Court. Further
Investigation revealed that the checks were later fraudulently used to
purchases items from several stores in the North Pole area. Anyone with
information in regards to the stolen checks is urged to contact the

Text: On 11-19-09, at 1834 hours, Troopers conducted a traffic stop on
College Road near Alaska Way on a vehicle for an equipment violation.
The driver of the vehicle was Alexander Thomas Richtner 34 YOA of
Fairbanks. The traffic stop also revealed the vehicle was being driven
on a public roadway with seasonal registration plates. The registration
plates were taken off the vehicle and the vehicle was impounded.
Richtner was arrested and remanded at Fairbanks Correctional Center for
Misuse of Seasonal Registration Plates.

Text: On November 19, 2009, at 1602 hours, AST responded to a motor
vehicle crash on Thomas Street in Fairbanks. Investigation revealed
that Lucy Markey, 55 of North Pole, was driving a Dodge Caravan and
failed to stop for a stop sign, subsequently colliding with Erin
Johnson, 46 of North Pole, who was driving a Toyota Camry. Both parties
were uninjured and were wearing their seatbelts. Markey was cited for

pots. Durgan was sentenced to a fine of $2,500, with $1000 suspended.

Text:On 11/19/09 at approximately 1700 hours, Bethel ABADE contacted two
residents of Anchorage at a local air carrier as they waited to board
their flight to the community of Goodnews Bay, Alaska. It was learned
that both had just arrived in Bethel from Anchorage. Incident to the
contact, approximately 480 grams of marijuana was seized from the
checked and carry on bags of the subjects.

Text: On 9-24-09 the Alaska Bureau of Investigation received a report of
an infant that had fallen down a flight of stairs and was being
transported to Providence Medical Center. The infant did not survive
the injuries and an investigation is ongoing.
On 11-17-09 Clayton Allison 25, of Wasilla, Alaska was arrested and
charged with Manslaughter and Criminal Negligent Homicide in regards to
the above case.

Type: Motor vehicle collision – Fatal
Text: On 11/18/09 at approximately 2157 hours the AST Bureau of Highway
Patrol, South Central Team responded to a report of 2 pedestrians who
had been struck by a car on the Parks Highway near the intersection with
Pittman Rd.in Wasilla (within the Parks Hwy. Safety Corridor). Upon
arrival it was determined that THOMAS E. BRASS II, age 21 of Wasilla,
had been driving his 1995 Chevrolet south on the Parks Highway just
south of Pittman Rd. when he struck, SALLY A. CHYA, age 36 of Wasilla
and JAMES A. CHILDERS, age 37 of Wasilla, as they were attempting to
cross the Parks Highway. CHYA and CHILDERS were both transported to the
Mat-Su Regional Medical Center where CHYA was pronounced dead. CHILDERS
suffered extensive injuries, underwent surgery and is expected to
survive. Both CHYA and CHILDERS were believed to have been consuming
alcohol. BRASS was not believed to be under the influence of any
substances and was released. Next of Kin have been notified.
Investigation continues.

Text: On 11-19-09 at approximately 1518 hours, Alaska State Troopers,
along with Court Services Officers of the Bureau of Judicial Services in
Palmer, arrested Tingook Omyruk Koppenberg age 27 of Anchorage.
Koppenberg was arrested f or Disorderly Conduct at the Palmer Courthouse
when she became disruptive in the courtroom and failed to comply with
directions by the presiding judge and Alaska State Troopers, to
discontinue her disruptive behavior.
Koppenberg was transported to the MSPT where she was remanded into
custody. Koppenberg was subsequently released on her own recognizance.
