Location: Canoe Pass near Wrangell

Case number: 09-103075

Type: SOR / Death Investigation

Text: On 11/17/2009 at 1729 hours Alaska State Troopers in Ketchikan
received a call from the Wrangell Search and Rescue who reported
receiving a mayday call from the F/V Willow in Canoe Passage, south of
Wrangell. The mayday was from David Sweat, age 60 of Wrangell reporting
that Allan Hayes 56 also from Wrangell had fallen overboard and was
unresponsive. Sweat reported he was unable to get Hayes back onboard.
Wrangell SAR responding by boat and US Coast Guard responding by
helicopter. The P/V Enforcer was on wildlife patrol in the area and
responded to assist with the investigation. At 1845 hours, Wrangell SAR
reported Hayes was deceased. Next of kin were notified of the death.
Alaska State Troopers are continuing with a full investigation.

Text: On 11/17/2009, at approximately 1913 hours, Alaska State Troopers
contacted Jonathan S. Ashburn, age 29, of Wasilla for an ongoing theft
case. Investigation revealed that Ashburn had stolen a diamond ring
valued at $25,000.00 from a residence off of Rue De La Paix Loop near
Wasilla. Ashburn was arrested and remanded to the Mat-Su Pretrial
Facility on $5000.00 c/c bail. Anyone with information regarding this

Type: Warrant Arrest, MICS IV and MICS V
Text: On 11/17/2009, at approximately 2147 hours, Alaska State Troopers
contacted an individual for a report of trespassing near Wasilla off of
West Karen Street. The male was identified as John A. Linebaugh, age 26,
of Wasilla. Investigation revealed that Linebaugh had an outstanding
warrant for his arrest on the failure to appear for trial call on the
original charge of DWLR. Further investigation revealed that Linebaugh
had in his possession controlled substances. Linebaugh was arrested and
remanded to the Mat-Su Pretrial Facility on $1500.00 cash only bail for
the arrest warrant and $2500.00 c/c for the controlled substance
charges.

Type: Assault 4-DV and Criminal Mischief 4-DV
Text: On 11/18/2009, approximately 0112 hours, Alaska State Troopers
responded to a residence off Johnson Road in Big Lake for a reported
assault in progress. Investigation revealed Guy D. Simpson, age 52 of
Big Lake, assaulted a family member and caused approximately $400 damage
inside the residence. Simpson was arrested at the scene without
incident and transported to MSPT where he was held without bail.

Type: Motor Vehicle Collision-Damage

Text: On 11/17/09, at approx. 0657 hours, Alaska State Troopers
responded to a report of a Motor Vehicle Collision at the intersection
of Seldon Rd. and Lucille St. Investigation revealed Randall Magner, 57
yoa of Palmer, was driving a 1994 Dodge pickup West on Seldon Road when
he sideswiped a 1999 Jeep Cherokee traveling East on Seldon Road being
driven by Dianne Wagner, 50 yoa of Wasilla. Both vehicles sustained
approximately $3,000 damage. Both drivers reported wearing seat belts at
the time of the incident and alcohol is not a factor in the crash.

Location: Trapper Creek

Case number: 09-102787 /

Type: DUI / DWLR / Warrant Arrest X 3

Text: On 11/16/09 at approximately 1900 hours, Alaska State Troopers
responded to a report of a vehicle in the ditch along Susitna River Road
in Trapper Creek. Investigation revealed that Kurtis George Graham, age
44 of Culpeper, Virginia, was driving his mother’s 1998, Chevrolet
pick-up when he lost control on the icy road surface and drove off a
steep embankment. Local temperature was near -25*F at the time of the
incident. Graham flagged down a passing motorist and asked for
assistance with getting his vehicle back on the road. The motorist
drove Graham to the Trapper Creek Inn and called 911 to report Graham
was driving and appeared intoxicated.

At approximately 1930 hours, Troopers contacted Graham at the Trapper
Creek Inn and further investigation revealed that Graham was intoxicated
at the time he drove the vehicle off the roadway. A records check
revealed that Graham was driving on a revoked license and he had three
outstanding arrest warrants. Graham was charged with DUI and DWLR and
his bail for these charges is set at $1,250 cash. Graham’s outstanding
warrants included $500 for failing to comply with alcohol screening,
$2,000 for failing to report to serve sentence for DWOL, and a No Bail
warrant with 60 days to serve for failing to report to jail on a
previous DUI conviction. Graham was transported to Palmer and remanded
to MatSu Pretrial.

Text: On 11/16/09 at approximately 1222 hours, Talkeetna AST contacted
Dustin Bote, 20 of Talkeetna, at a local Talkeetna area business.
Investigation revealed that Bote had a $500.00 cash only warrant for his
arrest for failure to appear in court on a previous charge of Theft II
and Theft III. Bote was transported to MSPT where he was remanded.

Type: MVC-D

Text: On 11/18/09 at 1207 hours, Alaska State Troopers responded to a
motor vehicle collision involving two vehicles on Tamar Rd in Wasilla.
Investigation revealed Virginia B. Johnson, age 16, of Wasilla was
operating a 2004 GMC Sierra making a right turn onto Tamar Rd. traveling
south. Phillip J. Schaefer, age 51, of Wasilla was operating a 2006
Toyota Tundra traveling north on Tamar Rd. Johnson went into the
oncoming lane of travel and struck Schaefer’s vehicle with her vehicle.
No injuries were reported. All occupants were wearing their seat belts.
Damage to Johnson’s vehicle is estimated at $3,000.00. Damage to
Schaefer’s vehicle is estimated at $4,000.00. Johnson was cited on
scene and released.

Type: Assault 4- Domestic Violence

Text: On 11/18/09, Dillingham-based Alaska State Troopers responded to
Ekwok after a domestic disturbance was reported. Troopers arrested
Peter Petla Jr., age 50 of Ekwok after investigation showed that he
placed his girlfriend in fear of physical injury by his words and
behavior. Petla was transported to Dillingham Jail. Alcohol was
involved.

Location: Brevig Mission

Type: Search and Rescue
Text: On 11/17/09, 1600 hours, Nome AST was contacted by Ada Wellert, 24
yoa of Brevig Mission, reporting that her boyfriend, Jonathon Tocktoo,
24 yoa of Brevig Mission, was overdue from a snowmachine trip. Tocktoo
departed Nome for Brevig Mission at approximately 1030 hours, and had
not arrived at the time of the report. An AST aircraft and spotter
departed Nome and located the snowmachine approximately 19 miles from
Teller. The aircraft returned to Nome and ground searchers were sent
from Brevig mission on four wheelers to the area where the snowmacine
was spotted. At approximately 2205 hours, VPO Olanna from Brevig
Mission reported that the searchers had located Tocktoo at a shelter
cabin approximately 8 miles from where his snowmachine broke down after
hitting a rock and damaging the engine. Tocktoo was transported by
searchers back to Brevig Mission and was in good condition with no
reported injuries.

Text: On 11/18/2009, Alaska State Troopers arrested Agatha Pitka (age 36
of Anchorage) on an outstanding $5000 arrest warrant. The arrest warrant
was issued for Pitka by the Anchorage 3rd District Court for the Charge
of Importation of Alcohol. Pitka was arrested without incident and
remanded to YKCC.

Type: Motor Vehicle Crash – Damage

Text: On 11-17-09 at approximately 2150 hours, Troopers received a
report of a motor vehicle crash at mile 305 of the Parks Highway.
Investigation revealed Brittany OLIN, 22 of North Pole, was driving
north when she lost control, drove into the ditch, and collided with a
small embankment near the railroad tracks. All occupants are believed
to have been wearing their seatbelts. OLIN received a citation for
Basic Speed Too Fast For Conditions. Investigation complete.

Type: Burglary I / Theft II

Text: On 11/15/09 at approximately 1050 hours, troopers received a
report of a burglary at Videos Unlimited in Delta Junction. Sometime
during the night burglars used a heavy tool to force entry into the
building. They then stole approximately $1,000.00 in cash. Anyone with

Type: Burglary I / Theft II

Text: On 11/17/09 at approximately 1038 hours, troopers received a
report of a burglary at a residence off of Starlight Drive. Starlight
Drive is located just past mile 1413 on the Alaska Highway. During the
past two weeks a burglar forced the front door open and stole a Honda
2000 generator and a brand new Husqvarna Rancher chain saw. The value
of the items was estimated at approximately $1,200.00. Anyone with
information is asked to contact the trooper office in Delta at 895-4800.

Text: On 11-18-09 at 0900 hrs. Alaska State Troopers arrested Jeremy
Mattson (25 yoa of North Pole) and Coty Lanigan (22 yoa of North Pole)
at a local business in North Pole. Investigation revealed Mattson was
on felony probation and had an active warrant for absconding from
probation. Lanigan had two warrants one for $500.00 and one for
$5000.00. Both men were remanded to Fairbanks Correctional Center.

search for two fugitives. Upon arrival at the residence a marijuana
grow was discovered, which consisted of approximately 80 oz of
marijuana. The marijuana was seized and AST is investigating this case.

Type: DVRO, Criminal Mischief 4th, Harassment X2, Assault 4th X3

Text: On 11-16-2009 at approximately 1745 hours, Troopers responded to a
residence on Dawn Drive in Soldotna to serve a Domestic Violence
Restraining Order on Larissa Lusk (44) of Soldotna. One of the
conditions was for Lusk to vacate the residence at that location. Lusk
refused to leave after being informed several times she needed to leave.
Lusk kicked, punched and spat on troopers. While being transported to
WWPT Lusk damaged the patrol vehicle. Lusk was remanded to WWPT for DVRO
Violation, Criminal mischief 4th degree, Harassment X2 and Assault 4th
on officer X3. Lusk was remanded with no bail.

Type: Assault 3rd Degree, Assault 4th Degree

Text: On 11-16-09, at about 2016 hours AST responded to 46572 Blue
Shadow Ct. for a domestic violence assault in progress call. Gerald Mann
(42) of Soldotna was in a verbal argument with a household member. Mann
retrieved a weapon that was in the residence and pointed it at the
household member. Mann also assaulted another household member during
the incident. All members of the residence fled the scene to a
neighbor’s residence and called 911 for help. Mann was not located at
the residence. On 11-17-09 at approximately 1245 hours, Mann was
contacted by AST and taken into custody. Mann was transported and
remanded at WWPT with no bail.

Type: Warrant Arrest

Text: On 11/15/09 at approximately 2036 hours, Alaska State Troopers
stopped a red 2001 Chevrolet pickup near the intersection of
Resurrection Blvd and the Seward Highway for a moving violation. A
passenger in the vehicle was identified as Julia Jack, age 19 of Seward.
A check of NCIC/APSIN revealed Jack had an outstanding arrest warrant
for Failure to Appear on the original charge of Minor Consuming. Jack
was placed under arrest, transported to the Seward City Jail, and
remanded. Bail was set at $250.00.

Type: Take Lynx Closed Season, sentencing

Text: On 11/18/09 Simon P. Lawrence, 39, of Kwethluk pled guilty at
arraignment to a charge of taking a lynx during the closed season.
Lawrence was fined $500 with $200 suspended and placed on probation for
one year with a condition of not violating any wildlife offenses. The
lynx hide was forfeited to the state.

Text: On 11-13-09, Alaska Wildlife Troopers, Mat-Su West cited Lonnie
Feller, age 25, of Anchorage taking a sheep closed area in GMU 26B.
Investigation revealed Feller took a sheep on the north end of Atigun
Pass in an area that was closed for taking of Sheep. Feller was issued

Text: On 11-13-09, Alaska Wildlife Troopers, Mat-Su West cited Lonnie
Feller, age 25, of Anchorage for false statement on a 2008 sport fish
license. Investigation revealed Feller purchased a resident sport fish
license when he did not meet the requirements. Feller was issued a
citation where bail was set at $310.00.

Text: On 11-15-09, Alaska Wildlife Troopers, Mat-Su West Post with
assistance from the Alaska Wildlife Investigations Unit and California
Department of Fish & Game Officers concluded an investigation into Rocky
McElveen, age 59, of Rocklin California. Investigation revealed Rocky
McElveen purchased resident hunting and fishing licenses when he was not
a resident of Alaska. Further investigation revealed he was acting as a
registered guide without a valid license. The report with be forwarded
to the Office of Special Prosecutions and Appeals for prosecution.

Type: DUI, MVA damage only
Text: On 11/18/09 at approximately 1825 hours the AST Bureau of Highway
Patrol, South Central Team responded to the corner of Bogard Rd. and
Seldon Rd. in Wasilla for a report of a motor vehicle collision. Upon
arrival Officers contacted, JOY MEANEY, age 43 of Wasilla.
Investigation revealed MEANEY, had been the subject of a REDDI (report
every drunk driver immediately) call and while the caller was on the
phone with dispatch, she went around the corner and struck the front end
of a 2007 Jeep Cherokee, driven by DACIA COLLINS, age 28 of Wasilla.
MEANEY was arrested for DUI and taken to the Mat-Su Pretrial Facility
where she was remanded on a $500 bail. All occupants reported wearing
their seatbelts.

Type: MVC-Damage only
Text: On 11-18-09 at 1453 hours the Alaska Bureau of Highway Patrol,
South Central Team responded to a 2 vehicle collision at the
intersection of Hyer Road and Blue Lupine Road, in Wasilla.
Investigation revealed that William Cameron (44 YOA of Wasilla) was
driving his GMC pickup southbound on Hyer Road when a Saturn SUV driven
by Kristan Peltier (20 YOA of Wasilla) pulled in front of him at the
intersection. Cameron’s vehicle struck Peltier’s vehicle on the
passenger side. The pickup sustained approximately $2,000.00 in
damages. The SUV sustained approximately $4,000.00 in damages. No
injuries were reported; all occupants reported wearing seatbelts at the
time of the collision. Peltier was issued a citation for failure to
yield to a vehicle in an intersection. Both vehicles were towed from
the scene.
