Nashville, Tennessee – Eight-Year-Old Arrested for Animal Cruelty; Stabs Officer in Leg with Pen

School Resource Officer Randy Fowler’s early afternoon investigation into animal cruelty by an eight-year-old boy ultimately led to the child stabbing Fowler several times in the leg with a pen. Both the boy and his mother were arrested.
Officer Fowler, who is assigned to Dupont-Hadley Middle School, was alerted by students and staff that a juvenile was repeatedly kicking an adult female Boxer dog in the street just off school property. The boy ran when he saw Fowler approach despite the officer’s commands for him to stop. Fowler caught up with the boy outside his nearby home and placed him under arrest for animal cruelty and loitering during school hours. The handcuffed child sat on the front porch of the home while Fowler tried to explain to his mother, Rachel Swafford, what had happened. Swafford then grabbed her son, pushed him into the house, and began scuffling with Fowler, telling him that the boy would not be arrested. During the scuffle, the boy emerged from the house having slipped out of the handcuffs, and began stabbing Fowler in the leg with a pen. Fowler eventually got both mother and son under control and into custody.
The boy was charged at Juvenile Court with animal cruelty, loitering during school hours, aggravated assault and resisting arrest. Rachel Swafford, 31, is charged with assaulting a police officer and resisting arrest. Her bond is set at $12,500.
Officer Fowler was treated at a hospital for pen punctures to his leg and released.
