Type: MVC-Injury
Text: On 11/02/09, at approximately 1641 hours, AST responded to mile 8
of the Palmer/Wasilla Highway for a 3 vehicle collision. An
investigation at the scene revealed Stephen H. Mcelroy, age 21, of
Wasilla was driving a 1998 GMC truck when he attempted to make a left
turn onto the Palmer/Wasilla Highway from the parking lot of a local
business. Mcelroy’s was unable to see westbound traffic due to
eastbound traffic stopped for the light at the intersection of the
Palmer/Wasilla Highway and Seward Meridian. Mcelroy was then struck by
a westbound 2008 GMC truck, driven by Robert Deschamps, age 48 of
Wasilla. After being struck by Deschamps, Mcelroy’s vehicle then struck
a westbound 2000 Dodge Van, driven by Dale A. Lloyd, age 56 of Wasilla,
who was stopped for the light. Deschamps’ airbag deployed and he was
transported to the Mat-Su Regional Hospital with minor injuries. All
parties reported wearing seatbelts and no other injuries were reported.
Overall damage was estimated at $40,000. Deshcamps’ vehicle is
considered a total loss. Mcelroy was cited for Failure to Yield when
Entering a Roadway from a Non-Roadway.

Text: On 11-02-2009, at approximately 2114 hours, Alaska State Troopers
responded to the area of the Old Glenn Highway and Our Road for a report
of a motor vehicle collision. Investigation revealed that Keith A.
Moore, age 45, of Anchorage was traveling south on the Old Glenn Highway
when he lost control of a 2004 silver Pontiac Sunfire. The vehicle
rolled more than once and came to a rest on its roof. Moore reported
wearing his seat belt and received some injuries. The vehicle was
totaled and was towed from the scene.

Text: On 11-2-09 at approximately 1800 hours, Troopers stopped a Nissan
Sentra on the Parks Highway at Montana Creek Road for a moving
violation. The driver was identified as Matthew Colon, age 18 of
Willow. Investigation revealed that Colon did not have a driver’s
license. Colon was issued a misdemeanor citation to appear in court and
the vehicle was released to a licensed driver.

Text: On 11-1-09 at approximately 0438 hours Alaska State Troopers
contacted Alexa R. Hooley, age 19 of Wasilla, as a passenger in a
vehicle during a traffic stop on the Parks Highway near Big Lake Road.
Investigation revealed that Hooley had been consuming alcohol while
under 21 years of age. Hooley was issued a summons to appear in court
for MCA and released.

Text: On 11-1-09 at approximately 0057 hours Alaska State Troopers
received a report of a disturbance at 2880 Greenfields Drive in Wasilla.
During the investigation Troopers contacted Jesse L. Hill, age 22 of
Wasilla. Hill was combative with Troopers and refused to cooperate
during the investigation. Hill was arrested for Disorderly Conduct and
transported to Mat-Su Pre-Trial where he was remanded into custody to be
released on his own recognizance .

responded to a report of a vehicle in the Knik River near the Knik River
Bridge at mile 9 of the Old Glenn Highway in Palmer. Investigation
revealed Erin H. Tracy and a friend had been consuming alcohol and
off-roading when Tracy’s vehicle got stuck at the edge of the Knik
River. Tracy was arrested, transported, and remanded to Mat-Su
Pre-Trial for DUI. Tracy’s bail was set at $2500 cash/corporate.

Text: On 11/03/09 at approximately 0400 hours, Alaska State Troopers
received a report that Herbert Spreen, age 90 of Wasilla, had pasted
away of natural causes. Comfort One paperwork was on file, and his Next
of Kin was notified and responded to the scene. No foul play is
suspected, and the State’s Medical Examiner was notified. H. Spreen’s
body was released to the family at the scene.

Text: On 11/03/2009 at approximately 1131 hours, Alaska State Troopers
received a report of an expected death at an assisted living home on
McMillan Court in Wasilla. Investigation revealed that Charles S.
Brown, age 72, of Wasilla, had died of natural causes. Brown had
Comfort One paper work on file and his next of kin were notified. The
State Medical Examiners office was notified and the body will be
released to Valley Funeral Home.

Text: On 11/03/2009, at 0021 hours, the Alaska State Troopers stopped a
vehicle for an equipment violation near the intersection of the
Palmer-Wasilla Highway and Prospect Drive. Investigation revealed that
the driver of the vehicle, Sarah E. Ezell, age 17 of Wasilla, was
operating the motor vehicle in violation of her instructional permit.
Ezell was issued a criminal citation to appear in court at a later date
for Driving in Violation of Instructional Permit. The vehicle was
released at the scene to a licensed driver.

Text: On 11/2/2009, at approximately 1150 hours, Alaska State Troopers
responded to a residence near Jenalee Lane, in Big Lake. Troopers
contacted Lori Osborn, age 48, of Wasilla at the residence. Osborn was
found to have two outstanding warrants. Osborn’s warrants were for
failure to appear on the original charge of Driving Under the Influence
and Driving While License Revoked and for Failure to Comply with
Conditions of Probation on the original charge of Driving Under the
Influence and Driving While License Revoked. Osborn was transported and
remanded to the Mat-Su Pretrial facility where she was held on a bail of
$6,000.00 and a court approved third party.

Mischief.
Text: On November 2, 2009 at 4:30pm, Bethel Alaska State Troopers
received a Report Every Drunk Driver Immediately (REDDI) report
indicated that a highly intoxicated male was operating his snow machine
around the Swanson’s Grocery Store. AST observed 37 year old Andrew
Kawagley of Akiachak stagger to his now machine, start the engine, and
attempt to drive away. A traffic stop was conducted and Kawagley was
ultimately arrested for DUI. Kawagley was transported and remanded to
the Yukon-Kuskokwim Correctional Center after being charged with DUI,
Resisting Arrest, and Criminal Mischief.

Text: On 11-3-09 at 0045 hours, the Alaska State Troopers in King
Salmon received a report that Steven Nowatak Jr., age 30 of Kokhanok was
intoxicated and had fired a rifle at a house in the village. On 11-3-09,
Troopers responded to the village of Kokhanok to investigate the report.
Investigation revealed that Nowatak and several friends were drinking
at his residence. Nowatak went outside with a high powered rifle and
shot through the wall of his house. Two people were inside the residence
when the shot was fired. No one was injured. Troopers were unable to
locate Nowatak during the investigation. An arrest warrant will be
issued for Steven Nowatak.

Text: On 11/2/09 at about 0140 hours, AST responded to a report of two
guests refusing to leave a residence on Dale Road in Fairbanks.
Investigation showed that Nasuk “Dina” Tuzroyluk, 28, of Fairbanks, had
physically assaulted a family member while they were visiting friends,
and had violated her probation by consuming alcohol and committing the
assault. Due to extenuating circumstances, she was not arrested, but
she was removed from the scene, and the charges are being forwarded to
the DAO for review.

Text: On 11/2/09 at about 0735 hours, AST responded to a two car
collision at the intersection of University Avenue and Geist Road in
Fairbanks. Investigation revealed that Michelle Simpson, 16, of
Fairbanks, was traveling west bound on the Johansen Expressway in her
1999 Toyota pickup when she legally crossed over University Avenue on a
yellow light. At the same time, Timothy Dow, 40, of Fairbanks, was
turning north from Geist Road onto University Avenue in his 2006 Toyota
sedan. Dow was struck by Simpson as he turned in front of her. Dow and
Simpson were both wearing their seatbelts, and Dow’s two children, ages
4 and 8, were properly restrained in the back seat of his car. There
were no injuries reported, and both vehicles sustained several thousand
dollars in damage. Dow was issued a citation for failing to yield when
turning left.

Text: On 11/3/2009 at 0128 hours, Alaska State Troopers responded to the
Fairbanks Correctional Center (FCC) after receiving a call from FCC
reporting that Robert Alec Lisbourne, age 28 of Anchorage, was a walk
away from the North Star Center (NSC) earlier in the day. Lisbourne had
just brought in to FCC by Fairbanks Police Department (FPD) for sleep
off after he was found passed out in a local hotel. Lisbourne was
remanded at FCC for Unlawful Evasion for failing to return to the NSC
after being allowed to leave to go to work. Lisbourne was held without
bail

Text: On 11-1-09 at approximately 2202 hours, Delta AST responded to a
report of a vehicle in the ditch near the Delta Laundromat.
Investigation disclosed that the vehicle, a 2004 red Dodge Stratus, had
been driven by Benjamin H.S. KNIX, 18 of Delta Jct. KNIX had driven off
the road and struck an embankment with the front of the car, causing
major mechanical damage and moderate body damage. KNIX had left the
scene prior to AST arrival, and then returned while AST was
investigating the collision. KNIX had possible injuries that required
EMS to transport him to Delta Family Medical Center, where he was later
treated and released. Investigation also showed that KNIX had been
drinking and was issued summonses for DUI, Minor Operating after
Consuming Alcohol, Habitual Minor Consuming Alcohol, Assault 4th for
threatening EMS personnel, Failure to Give Immediate Notice of Accident,
Misconduct Involving Weapons 5th for possessing a switch blade knife,
and Misconduct Involving a Controlled Substance 6th for possession of
marijuana.

Text: On 11-2-09 at 0332 hours, AST Delta received a report of a
tractor-trailer rollover near one mile Shaw Creek Rd with possible
injury to the driver. Delta AST and Delta EMS responded and contacted
the driver, Jay R. CHIARELL, 39 of North Pole, at mile 1.7 Shaw Creek
Rd. CHIARELL had been driving a 2006 Freightliner semi pulling a tank
full of cement bound for Pogo mine when he braked in reaction to a
perceived danger off the right side of the roadway. The trailer brakes
locked up, which in-turn caused the trailer to slide off the right side
of the roadway and into the ditch. The trailer overturned when it went
into the ditch, causing the tractor to overturn while still on the
roadway. CHIARELL was not seriously injured, and declined treatment by
EMS. Alaska West, the owner of the tractor-trailer, responded to
extract the vehicle combination. There was no damage estimate at the
time of this press release. No enforcement action was taken by AST.

Text: On 11/02/09 at approximately 2206 hours, troopers conducted a
traffic stop on a 2004 Chevy truck for having a head light out. The
stop was made on Nistler Road and the Richardson Highway. The driver
was identified as Katrina M. Russell, age 33, of Delta Junction.
Katrina was arrested for DUI after failing several field sobriety tests.
A records check showed Katrina to be on Felony Probation and part of her
conditions is that she not consume alcohol or commit any crimes.
Katrina was transported to FCC where she was remanded on the DUI and
Felony Probation Violation.

Text: On 11-02-09 at 1550 hours, the Alaska State Troopers received a
report that Jacob Melchor, age 24 of Salcha, had been seen in the area

present. Melchor returned to his third party custodian’s residence and

Text: On 10/31/09, at approximately 1328 hours, Neil Peterson Giles (age
42 of Kenai) was stopped by Alaska State Troopers on Broad St in Kenai
for an equipment violation. Giles was subsequently arrested for No
Valid Operator’s License and for DUI after investigation revealed that
he was driving under the influence of alcohol without a valid license.
Giles was remanded at Wildwood without bail since he has one prior DUI
conviction in 2002.

Text: On 10-23-09, Alaska Wildlife Troopers contacted Zachar W. Nye, age
28 of Homer, Alaska, while conducting a crew member license check
onboard the FV Kona-Kai at Icicle Seafood’s floating processor plant in
Dutch Harbor. Investigation revealed that Nye had two outstanding
warrants for his arrest. One AST warrant for Furnishing Alcohol to a
Minor and one Kodiak PD warrant for Failure to Appear on the original
charge of Driving While License Suspended. Nye was arrested by
troopers, transported and remained to the Unalaska Jail on $1,750.00
bail.

Jamison, age 24 of Anchorage, while conducting a crew member license
check onboard the FV Sea Venture at the Coastal Dock in Dutch Harbor.
Investigation revealed that Jamison had obtained a resident commercial
crew member license without first meeting the residency requirements.
Jamison was summonsed for Unsworn Falsification with arraignment
scheduled for the Unalaska Court on 11-4-09.

Text: On 8-25-09, James E. Wolkoff, age 54 of Anchorage, Alaska, pled
guilty in the Valdez District Court to the charge of Retaining
Undersized Tanner Crab. Wolkoff, who is the skipper and permit holder
aboard the FV Zone Five, was fined $3,000.00 with $1,500.00 suspended
and placed on two years probation. The charge of Unlawful Possession of
Fish was dismissed.
