Location: Wasilla

Case number: 09-97744

Type: MVC-Non-Injury

Text: On 10/30/09 at approximately 1720 hours, Alaska State Troopers
responded to a reported two vehicle collision located near the
intersection of Seward Meridian on the Palmer/Wasilla Highway, in
Wasilla. Investigation revealed that Channing S. Stengrim, age 17, of
Wasilla was driving east on the Palmer/Wasilla Highway in a blue 2004
Ford Ranger pick-up truck. Andrew R. Almon, age 17, of Wasilla was also
driving east on the Palmer/Wasilla Highway in a white 1998 Ford F150
pick-up truck directly behind Stengrim. Stengrim slowed his vehicle
down because of the traffic in front of him was stopped for the traffic
light. Almon failed to notice Stengrim’s vehicle in front of him
slowing down, and rear ended Stengrim’s pick-up. Both Almon and
Stengrim were wearing their seatbelts and no injuries were reported.
Almon was issued a citation for Following to Closely. Damage to both
vehicles was estimated at $6,000.

Type: Warrant Arrest
Text: On 10-30-2009 at approximately 1949 hours, Alaska State Troopers
contacted Jeremy Leroy Ickes (age 37 of Big Lake) at a residence located
off of North Shore Dr, near Big Lake. Investigation revealed that Ickes
had two outstanding felony arrest warrants for probation violation as
well as failure to comply with conditions of probation on the original
charge of MICS IV. Ickes was subsequently placed under arrest and
transported to Mat-Su Pretrial Facility where he was remanded into
custody. Ickes was held on a combined bail of $6,500 and a
court-approved third party custodian.

Type: Unexpected Home Death
Text: On 10/31/2009, at approximately 0001 hours, AST received a report
of an unexpected home death at an address on West Limberlost Road, near
Wasilla. Investigation revealed that Calvin J. Wilkinson, age 60, of
Wasilla, passed away. The State Medical Examiner’s Office was notified
and the next of kin was present on scene. No foul play is suspected.

Text: On 10/30/09 at 1230 hours 48 year old Jennifer Spain of Talkeetna
was arrested at her residence for a $250 cash only APD warrant for
failure to appear original charge of driving without insurance. Spain

Text: On 10-31-09 at approximately 0705 hours Alaska State Troopers
received a report that Elaine Niemi, age 58 of Wasilla, had passed away
in her home of natural causes. Niemi’s next of kin was on scene and the
State Medical Examiners Office was notified. Niemi’s body was released
to Valley Funeral Home at the request of the family.

Text: On 10/31/2009 at approximately 0931 hours Alaska State Troopers
conducted a traffic stop for speed on a blue 2003 Chevrolet pickup at
Seldon Road and Catrina Drive. Investigation revealed 35 year old
Nikola N. Basargin of Wasilla was driving while license suspended.
Basargin was issued a misdemeanor citation for driving while license
suspended, second citation for speeding and released on scene. The
vehicle was released to a licensed driver.

Text: On 10-31-09 at approximately 0219 hours Alaska State Troopers
received a report of a disturbance at a residence on Greenforest Drive
in Wasilla. Investigation revealed that Heather N. Welcome, age 24 of
Wasilla, had assaulted a family member. Welcome was arrested for
Assault IV Domestic Violence and transported to Mat-Su Pre-Trial where
she was remanded into custody and held on no bail.

Text: On 10/31/2009 Alaska State Troopers responded to a report of an
after-the-fact assault involving domestic violence. Investigation
revealed John E. Raymond Jr. had physically assaulted a former
girlfriend on 10/26/2009 at a residence in Wasilla. Raymond Jr. was
arrested, transported, and remanded to Mat-Su Pre-Trial with no bail.

Text: On October 30, 2009, at about 2210 hours, AST responded to a
disturbance on Glasgow in Fairbanks. Investigation revealed that Stacey

consumed alcoholic beverages. Captain was remanded to FCC.

Type: Assault in the Fourth Degree

Text: On 10/29/09 at 0049 hours AST received a report of an attempted
assault in the Rainbow Trailer Court area of Fairbanks. The complainant
reported that her husband had attempted to force entry into her
residence by kicking the front door. The complainant also reported that
someone had made a phone call threatening bodily harm to her cell phone.
The case is under investigation.

Type: Motor vehicle collision-damage, driving under the influence, and
refusal to submit to a chemical test.

Text: On 10-30-2009 at 0326 hours, Alaska State Troopers stopped on a
white 1988 Ford pickup truck in the embankment at Mile Post 2 of
Goldstream occupied by a male subject passed out seated behind the
wheel. Investigation showed that Christopher Louis Shier, age 28 of
Fairbanks, drove off the roadway and into the embankment after he fell
asleep behind the wheel, and that he was intoxicated at the time. Shier
told troopers he could not remember what had happened. Shier utilized
his seatbelt and did not sustain any injuries. Damage to his 1988 Ford
pickup truck is estimated over $2000 dollars. Shier was arrested and
remanded to Fairbanks Correctional Center for DUI and refusal to submit
to a chemical test.

Type: Intoxicated Subject

Text: On 10-30-09, at 2203 hours, Troopers responded to an area near
Pikes Water Front Lodge to investigate an alleged domestic dispute. No
domestic dispute was discovered. A witness reported a male subject
jumped from the passenger side of a moving vehicle. The subject was
identified as Odin Tarka Wolf Miller 25 YOA of Fairbanks. No criminal
activity was discovered, however it was determined Miller posed a danger
to himself and was intoxicated. Miller was subsequently transported to
Fairbanks Correctional Center for a 12 hour sleep off.

Text: On 10/30/09 at 2315 hours AST contacted and arrested Matthew
Andrew Morgan (26 YOA, Fairbanks) for an outstanding warrant out of the
State of Missouri. Morgan is alleged to have violated his probation in
Missouri. He was arrested and remanded to FCC.

Text: On 10/30/09 at 2200 hours AST contacted Randy Harshman (47 YOA,
Fairbanks) for a traffic violation. He was found to be operating a
motor vehicle with a revoked license for DUI. He was arrested and

Type: Failure to immediately report a crash
Text: On 9/25/09 at about 2220 hours, AST responded to Hagelbarger Drive
for a report of a 2008 GMC pickup that had left the road and crashed
into the trees. There was no driver in the area, and the owner, Robert
Gackstetter, 23, of Fairbanks, was not at his home and could not be
located. Despite several attempts to locate him, and repeated messages
left for him to contact AST, Gackstetter remained elusive.

On 10/31/09, Gackstetter was located when a local cab driver called AST
to report that Gackstetter was now passed out in the back of his cab,
and the driver needed help in figuring out where to take Gackstetter, as
he had only been given vague directions by Gackstetter before he passed
out. Gackstetter was contacted by AST, and investigation showed that he
had been driving when he crashed his truck several weeks earlier and
that he had failed to notify AST of the crash as required by law. The
truck sustained over $12,000 in damage. Gackstetter was issued a
summons to appear in court for failing to immediately report a crash as
required by law.

Text: On 10-31-09 AST contacted Tracy Roney 34 YOA of Nikiski after his
vehicle was stopped for a traffic violation. AST investigation disclosed
Roney was in possession of a pipe containing trace amounts of marijuana.
Roney was issued a summons for misconduct involving a controlled
substance in the sixth degree and released with a court date to appear
in the Kenai Court.

for driving with a revoked license after she was stopped by Alaska State
Troopers for an equipment violation near mile 20 of the Spur Highway in
Nikiski. Lee was remanded at Wild Wood Pre-Trial on $500 bail.

AK Bureau of Alcohol & Drug Enforcement

Type: Misconduct Involving a Controlled Substance II, Misconduct
Involving a Controlled Substance III x 3, Misconduct Involving a
Controlled Substance IV, Misconduct Involving a Weapon III and Violating
Condition of Release.

Text: On 10-29-09 at approximately 1800 hours, the Southeast Alaska
Cities against Drugs task force (SEACAD) completed an on going
investigation of sales of methamphetamine from 9249 Gee St. in Juneau.
SEACAD, with the assistance of the JPD Metro Unit, conducted three
controlled buys during the month of October from Alexander K. Bearden,
age 24, of Juneau. Through investigation it was learned that Bearden
was attempting to illegally obtain a handgun, which led to his arrest
and conclusion of the investigation. Bearden, a convicted felon, was at
the time on conditions of release awaiting trial for a felony DUI.
SEACAD along with the JPD Metro Unit, Alaska Wildlife Troopers and the
Alaska State Troopers executed a search warrant on Bearden’s residence
after he purchased a hand gun from a SEACAD informant. Prior to the
deal, safety measures were taken to ensure the hand gun was rendered
inoperable. Bearden was arrested and remanded to Lemon Creek
Correctional Center on charges of Misconduct Involving a Controlled
Substance III and Misconduct Involving a Weapon III. Further charges
against Bearden will be referred to the Juneau District Attorney’s
Office.

The Southeast Alaska Cities against Drugs task force is partially funded
by a grant from the Bureau of Justice Assistance, United States Justice
Department. SEACAD is comprised of the Alaska State Troopers,
Petersburg Police Department and Sitka Police Department.

Text: On 10-31-09 at 0332 hrs, the AST Northern Bureau of Highway Patrol
conducted a traffic stop on an older model Mazda passenger car for
Speeding. Investigation revealed Rubi M. Garrison, 34 YOA of Fairbanks
AK, was operating a vehicle while DUI. Garrison was transported to AST
where she provided a sample of her breath on the Datamaster resulting in
a .135 % BrAC. Garrison’s vehicle was turned over to a responsible
party. Garrison was remanded at FCC for DUI.
