Type: Aircraft Accident – No injuries
Text: On 7-13-09, at 1615, Ketchikan AST received a report of an
aircraft accident on the runway in Yakutat. The aircraft is registered
to Yakutat Coastal Air. No passengers were on board the aircraft and the
pilot reported no injuries. The NTSB has been notified.

Text: On 7-13-09, Juneau AST responded to Skagway to investigate a death
that had occurred onboard the cruise ship Rhapsody of the Seas while
underway between Juneau and Skagway. Investigation revealed that William
H. Lyle, age 74 of Hayden, Idaho passed away from natural causes in his
stateroom. His wife was with him at the time of his death.

Text: On 7-12-09 at approximately 2200 hours, Troopers responded to a
report of an impaired driver on Palmer Fishhook Road. The vehicle was
described as a black Toyota truck. Troopers stopped the vehicle on
Cunningham Road and identified the driver as Brandon Schatz, age 33 of
Big Lake. Investigation revealed that Schatz was driving under the
influence of alcohol. Schatz was arrested and was remanded into MSPT,
where bail was set at $500.

Type: DUI, DWLR.
Text: On 7-12-09 at approximately 2122 hours, Alaska State Troopers
contacted and later arrested Robbie Sampson, age 37 of Wasilla for
Driving While Intoxicated and Driving While License Revoked. Sampson
was contacted as the driver of a vehicle stopped at Palmer Fishhook Road
and Wasilla Fishhook Road for an equipment violation. Investigation
determined Sampson was driving while impaired and under the influence of
alcohol, Further investigation revealed that Sampson’s driver’s license
was revoked. Sampson was transported and remanded to the Mat-Su
Pre-Trial Facility and held on $5,000.00 bail.

Text: On 7/12/09 at approximately 2014 hours, Alaska State Troopers
contacted Damon R. Hankinson, age 32, of Wasilla at the Matanuska Camp
Ground In Palmer. Investigation revealed there was an outstanding
arrest warrant for D. Hankinson for failure to appear on the original
charge of NVOL. D. Hankinson was arrested at the scene and transported
to Mat-Su Pretrial Facility where he was remanded on $250 C/C bail.

Text: On 07-12-2009, at approximately 1934 hours, Alaska State Troopers
responded to a report of gunshots from a residence off of Crabapple
Court. While traveling to the scene Troopers observed a suspicious
vehicle traveling in the direction of the of the residence Troopers were
traveling to. Upon arrival at the residence Troopers observed the same
truck in the driveway. The driver was identified by his Alaska Drivers
License as Ryan P. Hall, age 26, of Palmer. Investigation revealed that
Hall had been driving while under the influence. Hall was arrested for
DUI and transported to The Palmer Pretrial Facility where bail was set
at $500.00 unsecured pending arraignment.

Text: On 07/13/09, at approx. 0102 hours, Alaska State Troopers
contacted Melvin Reeves Jones, age 55 of Wasilla near the intersection
of the Parks Highway and Vine Road during an investigation. Futher
investigation revealed M. Jones had a warrant for failure to appear for
ASAP hearing and failure to comply with ASAP on original charge of
driving under the influence. M. Jones was arrested and transported to
MSPT. Bail was set at $2,500 c/c.

Text: On 07/13/2009 at approximately 1449 hours, Alaska State Troopers
stopped a vehicle near mile 9 of Knik Goose Bay Rd. outside Wasilla for
a moving violation. The driver of the vehicle was identified as
Christopher S. Jordan, age 33, of Wasilla. Jordan was found to be
operating the vehicle with a suspended driver’s license. Jordan was
issued a summons to appear in the Palmer Court for DWLS. The vehicle
was released to a licensed driver.

Type: Motor Vehicle Collision (Damage)
Text: On 07/13/09, at approximately 1415 hours, Alaska State Troopers
responded to a motor vehicle collision at the intersection of Begich
Circle and Palmer Wasilla Hwy in Wasilla. Investigation revealed that
Ryan Cole, age 21 of Palmer, was traveling east on the Palmer Wasilla
Hwy in a 1994 Ford F-150, when his vehicle was struck from behind by a
1997 Pontiac Grand Prix driven by Jerod Sieler, age 19 of Palmer. There
were no reported injuries, all parties reported to be wearing their
safety belts. The damage for the vehicles estimated over $ 2,000.
Sieler was issued a citation for failure to use due care to avoid a
collision and Failure to provide proof of insurance.

Text: On 7-13-09, at about 0900 hours, Alaska State Troopers
investigated a natural death at a residence off of N Lagoon Dr, in
Wasilla. An investigation revealed that John Wilson, age 88, of Wasilla
died of natural causes, while at his residence. Wilson’s next of kin
was notified. The State Medical Examiner’s Office was notified and
Wilson’s body was released to the family. No foul play is suspected.

Text: On 7-13-09, at approximately 1210 hours, Alaska State Troopers
arrested Richard Simms, age 20, of Big Lake on a no bail warrant. The

and NVOL. Simms was contacted at a residence off of Jerry Circle in Big
Lake. Simms was transported to Mat-Su Pretrial where he was remanded
into jail.

Text: On 7-10-09, at approximately 1922 hours, Alaska State Troopers in
McGrath received a report of a theft. Larry Flynn, age 46 of Takotna,
reported parts missing from his Polaris RMK 550. Flynn reported that the
machine was left in McGrath over the winter, when Flynn went to retrieve
the machine he found it to be missing parts. AST investigation
continues.

Text: On 6/5/09 a 42 year old male resident of Teller reported a money
order for over $500 was missing and possibly stolen on 6/4/09 sometime
in the evening. Investigation revealed Sam Komok, age 53 of Teller,
took the money order from the victim’s pocket and used it to purchase
alcohol. Charges pending against Komok for Theft II.

USCG Military Police stopped a green 1998 Ford Expedition on W. Rezanof
Drive at Buskin River Road for reckless driving. Subsequent
investigation revealed the driver 17 YOA Luis Alfonso Portillo of Kodiak
did not possess a valid license. Portillo was issued a uniform summons

Type: Stalking 1st Degree, Harassment, VCOR, Warrant Arrest
Text: On 7/13/09, State Troopers in Kotzebue were contacted by an adult
female in Kivalina who reported being harassed by her ex boyfriend.
State Troopers learned that Theodore E. Booth III, 26 yoa, of Kivalina,
had been making repeated threats to the victim over the VHF radio and by
phone over the weekend. State Troopers learned that Booth is on
conditions of release in a separate matter and applied for and were
granted an arrest warrant which they executed on 7/13/09 at his
residence in Kivalina. Booth was taken into custody without incident
and transported to Kotzebue where he was remanded at the Kotzebue
Regional Jail and held on $5,000 bail.

the charges.

revealed Tutton was operating a vehicle after consuming alcohol as a

Text: On July 4, 2009, at 1741 hours, Troopers stopped a vehicle for a
traffic violation on the Parks Highway at milepost 185. Further
investigation revealed the driver, Ronald Woltjer, age 56 of Minnesota,
was operating a motor vehicle with a suspended operator’s license.
Woltjer was summonsed for Driving While his Operator’s License was
Suspended and cited for the traffic violation. Investigation complete.

Text: On 7/12/09 at approximately 2040 hours, AST conducted a traffic
stop on a blue 2002 Ford passenger car for a traffic infraction at mile
229 of the Parks Highway. Troopers identified William Joseph Dozette,
19 yoa of Fairbanks, as the driver who had a revoked driver’s license
for Minor Consume Alcohol and Driving Under the Influence. AST issued
the driver a summons for Driving While License Revoked and a citation
for the underlying reason for the stop. The vehicle was released to the
passenger who had a valid driver’s license.

Type: Criminal Trespass 1, Criminal Mischief IV, Assault IV and
Violating Conditions of Release
Text: On July 10, 2009 at 2015 hours, Troopers received a report of a
man refusing to leave a private residence. Troopers contacted Benjamin
David Denuptiis, age 27 of Anchorage, while he was destroying the
property of the complainants. Investigation revealed Denuptiis was
extremely intoxicated and entered a private residence. When asked to
leave the residence, Denuptiis became enraged and started destroying
property. Denuptiis assaulted the occupants of the residence in his
rage. Further investigation revealed Denuptiis was on conditions of
release for domestic violence assault from Anchorage P.D. One of
Denuptiis’ conditions was to not consume alcohol. Denuptiis was
arrested, transported then remanded to the Fairbanks Correctional Center
for Criminal Trespass 1, Criminal Mischief IV, Assault IV and Violating
Conditions of Release. Investigation complete.

stopped a vehicle near the intersection of Main Street Loop and the
Kenai Spur Hwy for an equipment violation. Investigation revealed that
two passengers in the vehicle, Courtney L. Twait (age 19 of Kenai) and
Sterling L. Oskolkof (age 19 of Kenai), had consumed alcohol. Twait and
Oskolkof were issued summonses to appear in the Kenai District Court for
Minor Consuming Alcohol and were released at the scene.

Type: After Arraignment / Commercial Fish Closed Period, Waste of Salmon
Text: On 7/02/09, Nikolai P. Reutov 39 yoa of Homer AK, pled guilty in
Anchorage District Court to the charges of commercial fishing closed
period and waste of salmon. Information from a commercial fisherman was
instrumental in this investigation. Investigation revealed that REUTOV
was the skipper of the F/V Sushi a 33 foot bowpicker. REUTOV admitted to
commercial fishing during a closed period and waste of salmon on the
Copper River Flats. For C/F Closed Period REUTOV received a $15,000 fine
with $5000 suspended 90 days in jail with 90 susspended. On the Waste of
Salmon he received a $500 fine. REUTOV further forfeited his catch of
the day on 6/21/09 of approximately $900 and his vessel the F/V Sushi
along with fishing nets involved. REUTOV was given the ability to
purchase his vessel back at a price of $20,000. REUTOV was to pay $100
in court fees and was placed on probation for 6 years. The Alaska
Wildlife Troopers again would like to thank the concerned commercial
fisherman involved.

Text: During the weekend of July 6th, while on Lower Yukon River
commercial fishing patrol via state float plane, Alaska Wildlife
Troopers from St. Mary’s issued citations to the following:
Paul James Jr., 33 YOA of Mountain Village, for failing to have his boat
registered. Billie J. Duny, 28 YOA of Emmoank, Norman Xavier jr, 20 YOA
of Pilot Station, Christopher Tinker, 31 YOA of St. Mary’s, for failing
to display vessel ID numbers on their commercial fishing vessel, Albert
Beans jr, 50 YOA of Pilot Station, for failing to ID his commercial
fishing gear. Summons were also issued to Eric Konst, 19 YOA of
Emmonak, and Lamarr Lowe, 18 YOA of Anchorage, for failing to salvage
any meat from a calf moose taken during the extended winter moose hunt.
Eric Konst, also was issued summons for hunting without a valid hunting
license, for having no harvest ticket, and for using a rim fire rifle to
take big game.

Troopers also located a 16 ft. aluminum skiff w./ gear adrift on the
Kuskokwim River below Kwethluk. The boat was towed to Bethel for safe
keeping pending identification of/by the owner.

Text: On July 9th and 10th, in the St. Mary’s and Emmonak District
Courts, the following arraignments took place:
Eric Konst, 19 YOA of Emmonak, pled guilty to 4 counts of wildlife
related offenses that included failing to salvage the edible meat of a
calf moose, using a rim fire rifle to take big game, taking big game
without a valid hunting license and harvesting a calf moose without
having a harvest ticket. E. Konst received $4000 in fines, a 2 year
revocation of his hunting privileges along with a 2 year probationary
period, 5 days in jail with 5 day suspended and seizure of the weapon.
Lamarr Lowe, 18 YOA, pled guilty to 1 count of failing to salvage the
edible meat of a calf moose. L. Lowe received $1500 in fines along with
a 2 year probationary period and seizure of the weapon.
Luke Tunutmoat, 41 YOA, pled guilty to using an illegal net while
fishing and received a $150 fine.

Text: On 06/04/09, Alaska Wildlife Troopers contacted Waureen L.
Darilek, 60 yoa of Wasilla, during a traffic stop that was conducted by
an Anchorage Police Officer near the intersection of Airport Heights and
the Glenn Highway. Anchorage Police Dispatch had received several calls
prior to the stop indicating that a small red pickup truck had two moose
calves in the bed of it. Investigation revealed that Darilek had picked
up the orphaned moose calves and was attempting to transport them out to
the Reindeer Farm located in the Mat-Su Valley. Darilek was issued a USC
with a bail amount of $260.00 for possession of live game without having
a permit from the Alaska Department of Fish and Game. Arraignment was
set for Anchorage Court.

Text: On 7/12/09 at approximately 1945 hours, the AST Bureau of Highway
Patrol, South Central Team and Palmer AST responded to a reported
