San Diego, California – Internal Affairs Investigation Initiated Busby Fundraising Party and Pepper Spray Deployment

The San Diego Sheriff’s Department has initiated an Internal Affairs investigation into a deputy’s use of pepper spray at a private home in Cardiff.
An Encinitas Station-based deputy was called to a residence on Rubenstein Avenue in Cardiff, where a fundraising event was ongoing for Congressional candidate Francine Busby. The call was received at approximately 9:00 p.m. on Friday, June 26th for a noise complaint. At the call, the deputy deployed pepper spray and arrested Shari Barman, 60 years of age. Another individual was cited at the scene.
Undersheriff Bill Gore has spoken with several community leaders, including Ms. Busby, over the weekend about this situation. “The only proper way to ascertain exactly what happened is to initiate an Internal Affairs investigation,” explained Undersheriff Gore. “We cannot take action based on media accounts and will conduct a thorough inquiry, to include interviews of witnesses at the fundraising event.”
