At approximately 10:45 PM on June 28, 2009, KEVIN E. RYAN, age 44, of Mt Kisco, NY was operating his vehicle eastbound on State Route 23 when he observed an overturned vehicle in the westbound lanes. RYAN stopped his vehicle on the eastbound bridge in order to render assistance.
RYAN stepped over the “jersey barrier”, unaware that there was a 17 foot gap between the eastbound and westbound bridges, and fell 47 feet to the rocks and concrete below RYAN was transported from the scene to Columbia Memorial Hospital where he was pronounced deceased.
Leeds Fire Department and Catskill and Cairo Rescue Squads assisted at the scene with removing RYAN from beneath the bridge. The operator of the overturned vehicle that RYAN had been attempting to assist, sustained minor injuries and was treated and released at Columbia Memorial Hospital.
