Type:  Sexual Abuse of a Minor 1st Degree

Text:  On 1/22/09 at 1404 hours, Alaska State Troopers arrested Alfred
Anderson Jr., age 40 of Haines.  Anderson is charged with 7 counts of
Sexual Abuse of a Minor in the 1st Degree for ongoing abuse since 2001.
Anderson was lodged at the Haines Police Department jail and will be
arraigned at 1100 hours on 1/23/09.

Text: On 1-23-2009 at approximately 1030 hours, AST arrested, Emerson
Mandan age 48 of Ketchikan, on a $250.00 warrant. The warrant came from
Petition to Revoke Probation, original charge of Assault 4. Mandan was
arrested at his residence and remanded at the Ketchikan Correctional
Center without incident.

Text: On 1/23/2009 at 1441 hours, the Alaska State Troopers arrested
Miguel Robert Perez, 58 of Craig for Violation of Conditions of Release
after the vehicle he was a passenger in, was stopped for a traffic
violation. Perez’s was originally arrested on DUI and had conditions not
to consume any alcoholic beverages. Perez was transported and remanded
to the Craig Community Jail.

Text: On 1-23-09 at approximately 0500 hours, Alaska State Troopers
responded to a residence on McKechnie Loop, Palmer following a report of
a domestic disturbance.  Investigation revealed Tina M. Papp, age 35 of
Palmer assaulted her roommate.  Papp was arrested for Assault IV.  Papp
was remanded to the Mat-Su Pre-Trial Facility and held without bail.

Type: Burglary I / Theft II

Text: On 1-23-08 at approximately 1410 hours, AST responded to a
reported burglary and theft on E. Bogard Road, Wasilla. Investigation
revealed that someone, between 1/17/09 at 1200 hours & 1/23/09 at 1400
hours, had entered the garage taking a riding lawnmower and a gas BBQ
grill. The residence was also entered and the range/oven was taken.

Case Number:  09-6177

Type:  Violation of Conditions of Release

Text:  On 1-22-09 at approximately 1926 hours AST Kodiak assisted DOC
Probation Officer with an unannounced home visit at the residence of
probationer John O. Manues Jr, age 23, of Kodiak.  The home visit
resulted in an admission by Manues that he’d recently smoked marijuana
in violation of his probation.  An analysis of Manues’  urine conducted
on scene produced a positive result for the presence of marijuana.   At
the time of this incident Manues was also on conditions of release from
a 11-25-08 arrest for 4th Degree Assault.  As a result Manues was
arrested for violating the conditions of his probation, as well as
violating the conditions of release imposed at the time of his release
from jail after the 11-25-08 arrest.

Type: Alcohol beverages transported by common carrier and probation
violation

Text: On 1/20/09 at approximately 1630 hours, AST contacted Elliot
Olanna and Maranda Olanna at a local airline.  The investigation
revealed that they were transporting improperly marked alcohol to a damp
village.  A Summons was issued.

Type: Search and Rescue     

Text: On 1/21/09 at approximately 0000 hours, The Alaska State Troopers
received a report that Fred Goodhope Jr. was overdue from a hunting trip
and hadn’t called in.  A hasty team was sent, but was forced to stop at
a cabin 40 miles outside Shishmaref due to a ground storm.  At
approximately 1030 hours, Fred Goodhope Jr. called and reported that he
was okay and waiting out the weather.

warrant.  Apangalook was transported and remanded at AMCC pending
arraignment.

Text: On 1/15/09, at approximately 1700 hours, Nome AST received a
report of a possible assault in the village of St. Michael.  AST
investigation is ongoing as witnesses are being contacted.

Type: Harassment in the First Degree      

Text: On 1/26/09, Nome AST received a report of a harassment case.  It
was reported that Rodger Slwooko, 23 yoa of Gambell, was contacted by
VPO’s for being intoxicated.  Slwooko was held in protective custody due
to his level of intoxication.  While being held Slwooko began causing
problems by making loud noises.  VPO Apatiki was checking on Slwooko
when Slwooko spit in VPO Apatiki’s face.  Slwooko was arrested and
charged with one count of Harassment in the first degree and arraigned
telephonically.

Type: Assault in the Fourth degree

Text: On 1/22/09, at approximately 0300 hours, Nome AST was advised of
an assault outside the city limits of Nome.  AST responded and
investigation determined that Helen Homekingkeo, 32 yoa of Nome, had
assaulted her boyfriend by hitting him on the jaw.  Homekingkeo was
arrested and charged with Assault in the fourth degree involving
domestic violence and one count of violation of a domestic violence
protective order.  Homekingkeo was transported and remanded at AMCC
without incident.

Text: On 1-23-09 at 1530 hours, Nome Alaska State Troopers received a
report of an intoxicated person in Gambell.  Victoria Campbell, 45 of
Gambell, was subsequently arrested for Probation Violation.  Campbell
was remanded to the Anvil Mountain Correctional Center.

Text: AST responded to a 2-vehicle crash today that occurred at about
0100 hrs.  A 2008, Nissan Sentra Budget-rental sedan, driven by Tai-Wei
LAI, age 25, from Taiwan, struck the rear of a 2005 Jeep Grand Cherokee,
driven by Charles Raubeson, age 51, from Wasilla while both cars
traveled westbound back towards Fairbanks.  Both drivers utilized
seatbelts.  Complaint of back pain reported by Raubeson.  Vehicle 1
(Nissan) sustained approx. $10,000.00, V2 (Jeep) approx. $4,000.00.

Text: On 1/22/09 at approximately 2356 hrs, J Cobb Whitmore, age 29 of
Fairbanks, was contacted by AST for a traffic violation driving a 2000
Chevy passenger car in Kasilof.  Whitmore was found to be driving with a
Revoked driver’s license.  Whitmore was arrested for DWLR and remanded
to Wildwood Pretrial on $500.00 bail.

Type: DUI

Text: On 01-23-09 at 0111 hours, Alaska State Troopers conducted a
traffic stop at approximately Mile 20 Kalifornsky Beach Road on a 2001
Chevy Suburban for a traffic violation. The driver was identified as
Lewis Henrichs, age 43 of Soldotna. Investigation revealed that Henrichs
was intoxicated. Henrichs was arrested for DUI and remanded to Wildwood
Pretrial Correctional Center on $500.00 bail.

Text: On 1-22-2009 at approximately 0730 hours, Soldotna based AST
responded to family disturbance in Nikiski.  Investigation reveled
Michael Wicker 47, of Nikiski was intoxicated and on release conditions.
One of the conditions was not to consume alcohol. Wicker was arrested
and remanded to Wildwood Correctional Center without incident.

Text: On 1-16-2008, Soldotna AST investigated an after the fact domestic
violence assault that occurred in Soldotna.  Investigation showed Robert
Aster, 57 of Soldotna, assaulted two family members at their residence
in Soldotna.  Aster was arrested and remanded to WWPT with no bail.

incident.

Type: DWLR
Text: On 1/22/09 at approximately 1449 hours, Alaska State Troopers stopped
 a black 1994 Ford pickup bearing AK license plate 8494DA near mile 2.0 of
the Seward Highway.  The driver was identified as Timothy Ludwig, age 33 of
 Seward.  A records check revealed Ludwig’s operator’s license was revoked
effective 2/1/08 and ending 1/31/09 for the original charge of DUI.  Ludwig
 was issued a summons to appear in court for DWLR and released.  A licensed
 driver responded to the location of the stop for the vehicle.

  Type: Fail to Submit to Trophy Value Destruction

  Text: On 1/20/09, Travis Murphy, of Nome, was convicted in Nome
District Court on the charge of failing to submit his musk ox trophy for
destruction prior to sending it outside of Game Management Unit 22 in
accordance with the conditions of his RX099 Musk Ox Hunt permit. Murphy
was sentenced to one year probation, a $500.00 fine with $100.00
suspended, one year loss of hunting privileges, and forfeiture of the
musk ox head to the state.

  Type: Take Cow Musk Ox During Bull Only Hunt

  Text: On January 20, 2009, Matthew Slingsby, of Nome, appeared in Nome
District Court on a charge of violating the conditions of his RX099 Musk
Ox Hunt permit. Slingsby was convicted of taking a cow during a bull
only hunt. He was ordered to pay a fine of $500.00 with $200.00
suspended and serve one year on probation. The musk ox was forfeited to
the state.

Type: Theft 1, Theft 2 x 10, Tampering with Physical Evidence

Text: On 6/2/08, AST received a report that Michael Barickman, 55 of
Palmer, was observed filling a 100 gallon diesel tank that was installed
in the bed of his personal pickup using from the Palmer Department of
Transportation yard. An investigation conducted by the Alaska State
Troopers, Alaska Bureau of Investigation Mat-Su Property Crimes Unit
determined that M. Barickman, who was a DOT employee at the time, had
stolen approximately 10,500 gallons of diesel fuel between 2001 and June
of 2008. The value of this fuel is estimated at $17,500, A search
if M. Barickman’s property also resulted in the recovery of more than
$18,500 worth in stolen DOT property. The total loss to DOT is
Conservatively estimated at more than $36,000. During the course
of the investigation it was determined that William Barickman, 51 of
Palmer and also a DOT employee at the time, had stolen approximately 720
dollars worth of DOT property.  W. Barickman destroyed and concealed
this property in an attempt to avoid detection. On 1/23/09 a Palmer
Grand Jury indicted M. Barickman on one count of Theft 1 and 8 counts of
Theft 2. W. Barickman was indicted on one count of Theft 2 and Tampering
with Physical Evidence. The Palmer Court issued subpoenas to both
Barickman’s to appear for arraignment on 2/09/09.

Type:  Motor Vehicle Collision-Moose
Text:  On 1/22/09 at approximately 1758 hours the AST Bureau of Highway
Patrol, South Central Team responded to a single vehicle vs. moose
collision  near mile 8 Knik Goose Bay Road, in Wasilla.  The operator
was identified as Kris A. Chernick, age 49, of Wasilla.  Chernick was
northbound on Knik Goose Bay Road when a moose ran into her lane of
travel.  Chernick collided with the moose.  Chernick was reported to be
wearing her safety belt.  The damage to the vehicle was estimated to be
a total loss.  A local charity responded for the moose.

Text:   On 1/22/09 at approximately 1250 hours, the AST Bureau of
Highway Patrol, South Central Team, responded to mile 5.1 of Point
Mackenzie Road, near Point Mackenzie, for the report of a motor vehicle
collision.  Investigation revealed Oman N. Wilcox, age 58, of Wasilla,
was traveling westbound on Point Mackenzie Road when he lost control on
the ice and overturned his 1994 Ford F250 pickup as it entered the
ditch.  Wilcox and his passenger reported wearing their safety belts and
were uninjured in the collision.  The pickup was totaled in the
collision.  Alcohol was not a factor in the collision.

vehicle was estimated to be $1,500.00.  A local charity responded for
the moose.  Alcohol was not a factor in the collision.
