Text: On 10-22-08, at 1357 hours, Ronny P. Lepoidevin, age 49, of
Juneau, was stopped for a traffic violation on Egan drive and Riverside
drive. During the traffic stop it was revealed that Lepoidevin was
driving with a revoked driver’s license and did not have proof of
insurance. A uniform summons and complaint was issued for Driving With
a Revoked License and a citation was issued for no proof of insurance
(6pts./$500). It was determined that the passenger had valid license
and the vehicle was released to him.

Type: Criminal Mischief IV
Text: On 10-21-08 at approximately 2245 hours, Alaska State Troopers
responded to a cabin near Mile 49 of the Parks Highway for a report of
malicious mischief. Investigation revealed Jessie A. Chuitt, age 39 of
Anchorage, had broken the front window of her former boyfriend’s
residence and fled the area on foot. Chuitt was later located in the
area and subsequently arrested. Chuitt was transported to Mat-Su
Pretrial where she was remanded without bail on a domestic violence
Criminal Mischief IV charge. Damage to the window is estimated at $200.

Text: On 10/21/08 at approximately 2310 hours at Long Lake and Frank
Road intersection, Troopers stopped a Gold Volvo S80 bearing Alaska
license plate EKA988 for an equipment violation. The driver was
identified as Nikit Reutov age 29 of Willow. Investigation revealed
that Reutov was driving with a revoked license and in violation of
conditions of release.
Reutov was subsequently arrested and remanded to Mat-Su Pretrial with
bail set at $2500, and a Court Approved 3rd Party Custodian.

Text: On 10/21/2008, at approximately 0455 hours, Alaska State Troopers
contacted Mary L. Lee, age 30 of Palmer. Lee was a passenger in a
vehicle that was stopped for an equipment violation. Investigation
revealed that Lee had a warrant for her arrest out of Nome, for Assault
IV. She was arrested on the warrant and was remanded to the Mat-Su
Pretrial Facility on $1,000.00 bail.

Text: On 10/22/08 at approximately 1415 hours, Alaska State Troopers
responded to a single vehicle rollover at Gershmel Loop and Hornung
Road. Investigation revealed a 2004 Ford Expedition driven by Michelle
Burch, 16 of Wasilla, was southbound on Hornung Road when it lost
control and left the roadway where it rolled onto its side. Burch was
wearing a safety belt and was not injured. Total damage was estimated
at $3000. The vehicle was towed from the scene.

Text: On 10-22-08 at approximately 1908 hours, Alaska State Troopers
arrested Michael Sean Harmon age 50 of Wasilla, for Driving While
License Suspended. Harmon was contacted after he was observed driving a
vehicle in Wasilla, on the Palmer-Wasilla Hwy. Troopers were aware that
Harmon’s driver’s license was suspended and he was recognized when he
passed a Trooper patrolling the area. Harmon was arrested and
transported to MSPT, where he was remanded into custody on $5000.00
bail.

Text: On 10-22-08, at about 1928 hours, Alaska State Troopers responded
to a single vehicle collision at Charming Way and Vision Quest in
Wasilla. An investigation revealed that Benjamin Huminski, age 29, of
Wasilla, was operating a 1987, Chevrolet Blazer, when he lost control of
his vehicle while attempting to back down Charming Way. Huminski’s
vehicle left the roadway where it rolled down a small embankment.
Huminski sustained back injuries as a result of the collision and was
transported to Mat-Su Regional Hospital. No damage was done to the
vehicle. Huminski was reported to be wearing his seat-belt at the time
of the incident. No citations were issued.

Text: On 10/21/08, at 1620 hours, State Troopers received a report of a
domestic violence assault in the village of Selawik. State Troopers
contacted the victim and learned that he had been assaulted by his
girlfriend’s brother, Frank G. Skin, 25 yoa, of Selawik, who lives with
him in Selawik. At the time of the report the victim expressed concern
for their safety due to Skin having fled the area and his whereabouts
being unknown and the likelihood that Skin could return and possibly
assault him again. State Troopers responded to Selawik and located Skin
shortly after midnight. Skin was placed under arrest and guarded by
State Troopers until being transported to Kotzebue on the morning of
10/22/08 at which time he was remanded at the Kotzebue Regional Jail and
held without bail pending his arraignment.

Text: On Tuesday, 10-21-08, at about 2204 hours, Alaska State Troopers
stopped a white 1998 Ford Ranger pickup on Mill Bay Road for broken rear
taillights. Subsequent investigation by State Troopers revealed the
driver 39 YOA Jennifer Judith Lucas of Kodiak failed to insure the
vehicle as required. Lucas was issued a uniform summons and complaint
for Failure to Maintain Liability Insurance and released without
incident.

Text: On 10/22/08 at about 1127 hours, Gambell VPOs received a report of
a 29 year old suicidal female. The female was taken into custody
without incident and transported to Nome for a mental evaluation.
Charges will be filed for three counts Assault III, one count of
Misconduct Involving Weapons IV, and probation violation for Charlotte
Apatiki. Alcohol was involved.

Text: On 10/22/08 at about 0843 hours, Gambell VPOs contacted Nome AST
to report Kathleen Irrigoo, age 20 of Gambell, was in custody for 12
hour alcohol hold. Investigation revealed Irrigoo is on misdemeanor
probation in a Nome District Court case, original charge Importation of
Alcohol. A complaint and affidavit for Probation Violation were filed
with the Nome Court requesting an arrest warrant for Irrigoo, which was
granted.

Text: On 9/27/08, at about 1200 hours, Nome AST received a report of
possible importation of alcohol to Gambell. A suspect has been

Type: Assault 3, MIW 4, H-MCA, and Warrant Arrest
Text: On 10-21-08 the Alaska State Troopers in King Salmon received a
call reporting that Chad Koktelash, age 19 of Nondalton was intoxicated
and was shooting a shotgun off in the village. Troopers responded to
Nondalton and the investigation revealed that Koktelash fired a shotgun
four times while he was under the influence of alcohol. Investigation
also revealed that Koktelash assaulted a 52 year old male with a
flashlight who was trying to disarm him. Chad Koktalsh also had two
outstanding AST Warrants out of Anchorage. Troopers arrested Koktelash
without incident and transported him back to the King Salmon Jail.

Type: Assault IV/Disorderly Conduct/Resisting Arrest
Text: On 10/16/08, approximately 1405 hrs., the VPSO in Manokotak
received a report of a disturbance at the Manokotak airport.
Investigation revealed that Judy Evon, age 44, of Manokotak was
intoxicated and was creating a disturbance by challenging people to
fight and making threats. In addition, it was discovered that Evon had
assaulted an adult male by kicking him and throwing rocks at him. Evon
resisted arrest when being placed into custody by the VPSO, and had to
be restrained by several people. Evon was arrested and transported to
Dillingham where she was lodged into the jail on the charges of
Disorderly Conduct, Assault IV and Resisting Arrest, pending
arraignment.

Text: On 10-22-08 at approximately 0840 hours, Peter Garfield, 22 yoa,
of Selawik turned himself into local Village Police Officers (VPO’s)
after State Troopers and local law enforcement had canvassed the village
of Selawik during the evening of 10/21/08 and into the early morning of
10/22/08. State Troopers were in the village conducting additional
warrant arrests when they contacted members of Garfield’s family as well
as his friends and acquaintances directing them to have Garfield contact
law enforcement Officers before State Troopers departed Selawik at 0800
hours on 10/22/08. Garfield’s family contacted the local VPO’s minutes
after State Troopers departed Selawik at which time Peter Garfield
turned himself in to local law enforcement. State Troopers returned to
Selawik and took custody of Garfield at which time he was transported to
Kotzebue and remanded at the Kotzebue Regional Jail where he was held on
$5,000 bail.
State Troopers obtained an arrest warrant for Peter Garfield after a
State Trooper investigation revealed that Garfield had kidnapped and
strangled a female family member on 10/18/08. When State Troopers
responded to investigate the matter Garfield had fled the area and
remained in hiding during which time local VPO’s and State Troopers were
searching for him.

Text: On 10/22/08 at 1547 hours, the VPO in Eek reported that on
10/20/08 at approximately 1030 hours, a 14 year old male student, while
in school at Eek School, threatened to shoot holes into another student.
The investigation revealed that the threats were non-threatening.
Despite the findings, the LKSD Safety Officer and the Office of Children
Services have been notified. The 14 year old student has been suspended
from school for another unrelated matter.

Text: On 10-22-08 at approximately 0853 hours, AST responded to a two
motor vehicle collision located north of Delta Junction. AST
investigation determined Patrick S. Sparks 20, of Fairbanks was
southbound driving a 1997 Ford Thunderbird near mile 270.5 of the
Richardson Highway. Nadezhda Kvitko 49, of Delta Junction was driving
a 1992 Dodge Van pulling out of a driveway and did not see Sparks
vehicle. Kvitko pulled into the path of Sparks vehicle. The two
vehicles collided and went into the ditch. No injuries were reported.
Kvitko was cited for failing to yield.

Text: On 10/21/08 at approximately 0945 hours, troopers responded to
mile 268 of the Richardson Highway for the report of a single vehicle
accident. Investigation revealed Ben L. Smith, age 51, of Delta
Junction was traveling southbound on the Richardson Highway at mile 268.
The steering wheel on Ben’s 1995 Ford F150 locked up, which caused his
vehicle to go off the left side of the road, before striking a
guardrail. Ben was not injured during the collision. Ben’s truck had
extensive front end damage and the guard rail sustained major damage.
Ben was issued a citation for having an expired registration on his
trailer.

Text: On 10-22-08 at about 1749 Troopers responded to a motor vehicle
collision at 2.5 mile Ester Dome Road. Investigation found that Colin
Campbell, age 19 of Fairbanks, was eastbound in a 1999 Ford Pickup when
the rear of his truck slid into the oncoming lane and struck a 2002
Subaru driven by Curt Madison, age 59 of Fairbanks. All persons
reported wearing seatbelts and reported no injuries. Campbell was cited
for basic speed for conditions.

Text: On 10/17/08 at 0436 hours, Jolynn Charlene Karella, age 29 of
Soldotna, was arrested for Driving Under the Influence and an

after she was contacted by Alaska State Troopers investigating a report
of a female asleep behind the wheel of a vehicle parked off West Poppy
St. in Soldotna. Karella was remanded at Wildwood Pretrial Facility on

Text: On 10/20/08 at 0827 hours, Alaska State Troopers from Girdwood
responded to a MVC-D involving a single vehicle rollover near mile 74 of
the Seward Highway. The crash investigation determined Wilson F. House
(age 23 of Sterling, AK) was operating a mid 80’s sport utility type
vehicle traveling southbound on the Seward Highway when the vehicle lost
traction on the icy pavement. The vehicle went off the southbound side
of the highway and overturned. Wilson was wearing a seat belt and was
uninjured.

Text: On 10/22/08 at 0921 hours, Denise Demers, of Anchorage, reported
her husband, Arthur Demers and his cousin, Jeffrey Unok of Kotlik,
departed Whittier for a hunting trip on Montague Island. The two men
left on Friday 10/17/08 and were expected to return on Sunday 10/19/08.
The United States Coast Guard (USCG) and AST Helo-1 initiated a search.
At approximately 1630 hours, the USCG located the two men on the island.
The two men confirmed they were OK, and that they were heading back to
Whittier.

on 8/6/08 in which Seetook had mailed musk ox skulls, with horns
attached, to a dealer in Fairbanks.

Savoonga, AK and Mervin Kulowiyi, age 27, of Savoonga, AK while
conducting manifests checks at a local airline. Incident to contact,
2-750 ml bottles of alcohol were seized from Marvin’s luggage and he was
arrested and transported to AMCC. Marvin Kulowiyi is currently on
probation for Common Carrier violations. Charges will be referred to
OSPA on both individuals for Alcohol Importation and Common Carrier
violations.
