Text: On 9/22/08, State Troopers in Kotzebue were contacted by the
Kotzebue Airport Manager who reported a runway light had been damaged
when a juvenile was racing their 4-wheeler on the Selawik airport
runway. The damage to the light is estimated at $500. A suspect has
been identified and State Troopers are continuing to investigate the
matter.

Text: On 09/22/08 at approximately 1826 hours while a Kodiak Trooper was
conducting a law enforcement traffic stop in the parking lot of the
Brechan Building, on a black 1987 Ford Ranger pickup truck driven by
Jeannette Monroe 27 years of age from Kodiak, the Ranger rolled back
into the push bar of the parked 2008 Ford Expedition patrol vehicle.
Minor damage was sustained by the patrol vehicle and no damage was
observed to the Ranger. There were no injuries.

Text: On Tuesday September 23, 2008 AST Kodiak received a call from
Evergreen Logging camp on Afognak Island to report that an employee had
been repeatedly assaulted by her 15 year old daughter. Allegation were
made that the 15 year old daughter had pushed her mother down a flight
of stairs earlier this morning. It was further reported that the
daughter had assaulted the mother on September 22, 2008 when the mother
would not provide a telephone calling card. The 15 year old was taken
into custody and charged with two counts of Assault IV/DV.

Text: On Monday, 9-22-08, at about 1700 hours, 68 YOA Helen K. Tarrant
of Kodiak reported to Alaska State Troopers that an unknown vehicle
struck her 2003 Mercedes Benz ML 320 while it was parked and unattended
at the Kodiak State Airport. The vehicle sustained damage to the front
left bumper and fog light. Damage is estimated to be in excess of
$500.00. Anyone having information concerning this crime is encouraged
to contact the Kodiak State Troopers at (907) 486-4121. Investigation
Continues.

Text: On 9-22-08 Bethel AST was notified by staff at the Yukon Kuskokwim
Correctional Center (YKCC) in Bethel that inmate, Kay Atti (21 YOA),
reported he was assaulted by fellow inmates Francis Xavier (41 YOA) and
Raymond Grant (27 YOA) on approximately 9-19-08. A dark bruise could be
observed on Kay Atti’s right arm.
Follow up investigation by AST revealed, and confirmed by Kay Atti, that
the bruise was self inflicted and there was no assault.

Text: On 9/22/08 at approximately 1900 hrs Alaska State Troopers were
notified by Rowe’s friends that he checked in with them from the Circle
area. AST is no longer looking for Rowe.
On 9/22/08 Alaska State Troopers received a report of an overdue hunter
flying a Cessna 175, tail number N9493B, somewhere 150 miles North of
Fairbanks. The hunter did not file a flight plan with friends, nor FAA.
The hunter is Chad Rowe, 36 yoa of Fairbanks. If anybody has
information about Rowe’s location or unofficial flight plan. Please
contact AST at 451-5100.

Type: Motor Vehicle Accident Injuries
Text: On 9-20-08 at 2048 hrs, Troopers received a report of a motor
vehicle accident at mile 304 Richardson Highway. Troopers made contact
with Klavdiya Kulikovskaya, 52, of Delta Jct. Investigation revealed
that Kulikovskaya was driving a 2006 red Toyota van southbound on the
Richardson, when a cow and calf moose entered the roadway. Kulikovskaya
collided with the calf moose. All persons involved were wearing
seatbelts and received minor injuries. Kulikovskaya and her passenger
were transported to the Fairbanks Memorial Hospital for their injuries.
The vehicle was impounded to Delta Motors.

Type: Motor Vehicle Crash - Injury
Text: On 9/22/08 at approximately 1701 hours, AST was contacted by a
person reporting a collision involving a motorcycle at mile post 241 of
the Parks Hwy. AST responded and observed that one motorcycle left the
roadway and struck a guardrail. AST identified James A Fox, 41 of
Anchorage, as the driver of a Harley Davidson motorcycle that collided
with the guardrail. Fox was transported to a hospital for further
treatment. Further investigation revealed that Fox was traveling south
on the Parks Hwy at mile 242 and conducted a pass in a no passing zone
in order to overtake another vehicle traveling in the same direction.
Fox and another person on a separate motorcycle saw a vehicle traveling
north and attempted to quickly get back into the south-bound lane. When
Fox entered the south-bound lane after the pass he crossed the white
line and the shoulder of the road and struck a guardrail. Fox was
issued a citation for Crossing Left of Center and Passing in a No Pass
Zone. The motorcycle had to be towed from the scene.

Text: On 8-19-08, Alaska Wildlife Troopers contacted 18 year old Kyle
Cassidy of Sterling hunting waterfowl on the Kenai River Flats near the
mouth of the Kenai River. Investigation revealed Cassidy was hunting
with a 12 gauge shotgun that was not plugged to limit the number of
shots to three. Cassidy was issued a summons for Hunting Migratory
Waterfowl with a Shotgun Not Plugged to a Three Shot Capacity; bail was
set at $110.00.

Type: Felony Elude / DUI / Misconduct Involving Weapons
Text: On 9-21-08, Alaska Wildlife Troopers contacted 42 year old Timothy
Walker of Nikiski for a traffic violation. Walker failed stop for
troopers but was contacted after turning down a dead end road.
Investigation revealed Walker was under the influence of alcohol.
Further investigation revealed walker had a loaded firearm in the
vehicle with him. Walker was arrested and charged with Felony Eluding,
DUI, and Misconduct Involving Weapons in the Fourth Degree. Walker was
remanded to the Wildwood Correctional Center with no bail. The vehicle
was impounded and investigation continues.
