Text: On 9/16/2008 at 2135 hours, the Alaska State Troopers responded to
a domestic disturbance located on Surrey Road in Wasilla.  Investigation
revealed that Larry Mulkey (53 YOA of Wasilla) assaulted a family member
while at their residence.  Mulkey was arrested and booked into the Mat
Su Pre Trial Facility on the charge of Assault IV (DV) where he was held
without bail.

Text: On 9/16/2008 at approximately 1800 hours, Alaska State Troopers
contacted Julie Zeitel (33 YOA of Anchorage) at a residence on Scatters
Way, Wasilla.  Zeitel was subsequently arrested on an outstanding
$5,000.00 felony warrant for Failure to comply with conditions of
release on the original charge of Theft in the Second Degree, False Info
and Criminal Impersonation.  Zeitel was transported to Mat Su Pretrial
where she was remanded.

Type: Criminal Mischief in the Fourth Degree
Text: On 9/17/2008, Alaska State Troopers responded to a residence in
the Williwaw Subdivision in Wasilla for a report that vehicle windows
were being shot out.  Investigation revealed on 9/17/2008, approx. 0050
hours three unknown subjects in a dark colored pick up truck drove past
the victim’s residence and shot out one vehicle windshield using a BB
gun.  Estimated damages are $450.00 and the suspects fled the area prior
to AST arrival.  Anyone with any information concerning this
investigation is strongly encouraged to contact either the Alaska State
Troopers at 745-2131 or 373-8300, or to contact Crime Stoppers at
745-3333.

Text: On 9/17/2008 at aproximately 0030 hours Alaska State Troopers
receieved a report of a disturbance at a residence in Wasilla.
Investigation revealed that a (17 year old female of Wasilla) had
assaulted her younger brother and had punched  numerous holes in the
wall of the residence. Further investigation revealed that the 17 year
old female had a bag of marijuana in the residence and drug
paraphenalia.The 17 year old female was transported to the Mat Su Youth
Facility in Palmer and booked on charges of Assault IV, Criminal
Mischief IV and Misconduct Involving a Controlled Substance VI.

Text: On 9-16-08 at 0846 hours AST stopped a vehicle being driven by
Shawn Miners, 48, of Big Lake.  Miners was driving his vehicle while his
license was revoked for a previous DUI and DWLS.  Miners was remanded at
Matsu Pretrial and bail was set at $2500 plus Court Approved Third Party
Custodian.  His vehicle was released to a licensed driver.

Type: Assault 3rd Degree
Text: On 09/17/08, at approximately 1304 hours, Alaska State Troopers
responded to the report of a disturbance on Cottle Loop in Wasilla.
Investigation revealed that Jeremy St. Pierre, age 21, of Wasilla, had
threatened harm to a fellow citizen while displaying a firearm.
Troopers contacted St. Pierre at his workplace, where he was arrested
for Assault in the 3rd Degree and remanded to the Mat-Su Pre-Trial
facility.  St. Pierre is being held on $1500.00 C/C and Court approved
third party.

Type: Expected Home Death

Text: On 9/17/08, approximately 0858 hours Kotzebue AST was notified of
an expected home death of 86 year old Ruby Foster of Selawik.  Foster
past away approximately 0750 hours with her family in attendance.  Both
the Maniilaq Health Center and the State Medical Examiner’s office were
notified.  Foster’s remains were released to the family for burial.

Type: Assault IV, Probation Violation

Text: On 9/17/08, approximately 0730 hours, VPSO Oits Rolls of Shungnak
received a report of an assault that occurred at 0300 hours in the
village of Shungnak.  Investigation revealed 25 year old Shila R.
Cleveland had assaulted another person in the village.  Cleveland is
also currently on felony probation for a prior assault.  VPSO Rolls
attempted to contact Cleveland, but was unable to locate her.  Alcohol
was involved.  VPSO Rolls continues his investigation.

Type: Assault III x 4, Terroristic Threatening II x 4, Kidnapping x 5

Text: On 9-16-08 at approximately 1252 hours, Kotzebue AST received a
report of kidnapping and terroristic threatening.  Investigation
determined that Robert Penn, age 50, of Noatak locked the doors to the
Noatak bingo hall with a padlock and chain and threatened to set it on
fire while the bingo hall was still occupied.  Occupants were able to
exit the bingo hall after a key was passed through a bathroom vent to
witnesses on the outside of the bingo hall.  Initially, after AST
arrived on scene, Penn couldn’t be located and was reported to have
crossed a nearby river and possibly be hiding in the wilderness.  With
the assistance of the Noatak search and rescue team, Penn was later
contacted without incident while walking towards the Noatak airstrip. 
Penn was subsequently arrested and transported to Kotzebue Regional Jail
with no bail.  Alcohol was not a factor and no injuries were reported
during the incident.

Text: On Tuesday, 9-16-08, at about 2235 hours, Alaska State Troopers
stopped a blue 1991 Toyota pickup on E. Rezanof Drive for an equipment
violation.  Subsequent investigation revealed the driver 41 YOA Chris
Roy Opheim Jr. of Seldovia license was non-comply/test status.  Opheim
was arrested for Driving While License Revoked and remanded at the
Kodiak Jail.

Type: Theft III

Text: On 9/17/08 at about 1237 hours, Wade Daniels, age 27 of Elim, was
served a summons at Anvil Mountain Correctional Center, 2NO-08-628CR,
charging him with Theft III.  The charge stems from an investigation
conducted in January 2008 of the theft of five $300 money orders from an
elderly victim in Elim.  A 17 year old juvenile male was charged with
the theft of four of the money orders and Daniels charged with the theft
of the fifth money order.  Daniels was give a court date and time of
10/7/08, 0830 hours.

Text: On 9/12/08 at 1505 hours, Hannah White, 44 YOA of Napakiak, was
arrested in Bethel on an outstanding arrest warrant for Failure to
Satisfy a Judgment.  White was remanded to the Yukon-Kuskokwim
Correctional Center on $500 bail.

Type: DUI

Text: On 9/17/08 at approximately 1350 hours, the Alaska State Troopers
arrested John Fitka, 52 yoa, of Tuntutuliak.  Fitka was observed
operating his Honda 4-wheeler and staggering to a residence near by. 
Investigation revealed Fitka was intoxicated and driving under the
influence of alcohol.  Fitka was transported and remanded at the Yukon
Kuskokwim Correctional Center in Bethel.

Type: MICS VI

Text: On 9/17/08 at approximately 1330 hours, the Alaska State Troopers
arrested Galen Frank, 29 yoa, of Tuntutuliak, for MICS VI after being
contacted on the boardwalk.  Investigation revealed Frank had a strong
odor of marijuana about his person when contacted and later admitted to
possessing marijuana and a pipe.  Frank was transported and remanded at
the Yukon Kuskokwim Correctional Center in Bethel.

Text: On 09/16/2008 at 2104 hours, Alaska State Troopers responded to a
REDDI report in the area of Dawson and Conifer Road.  Harvey Wright, age
51 of North Pole, was contacted by AST and a DUI investigation led to

Text: On 9/14/08 at approximately 2222 hours, Alaska State Troopers in
Galena received a report of an assault in Koyukuk that the victim is

Type: DUI / MIW 4 / Open Container
Text: On 09/16/08 at approximately 1407 hours, troopers received a
report of a REDDI (Report Every Drunk Driver Immediately) vehicle
traveling towards Delta Junction from mile 219 of the Richardson
Highway.  Troopers conducted a traffic stop on the older white Ford
truck at approximately mile 252 of the Richardson Highway for traveling
77 MPH in a posted 55 MPH zone.  The driver of the vehicle was
identified as Kevin D. Cunningham, age 44, of Anchorage.  Kevin was
arrested for DUI after failing several field sobriety tests.  During a
search of the vehicle a loaded .45 caliber handgun was located inside of
a duffle bag and an open container of alcohol was found behind the
driver seat.  Kevin was additionally charged with Misconduct Involving
Weapons 4 and he was issued a citation for having an open container.
Kevin was held at the Delta courthouse until his arraignment.

Text: On 9/12/08 Alaska Wildlife Troopers issued Brock West, age 28 of
Anchorage, a summons for harvesting a sub legal moose. West contacted
Wildlife Troopers from the field after realizing the moose did not meet
the required spread of 50″ or 4 brow tines. West’s moose and antlers
were seized and his court date was set for September 25.

Text: On 9/15/2008 David Henry, age 57 of Wasilla, contacted Alaska
Wildlife Troopers to advise them he had taken a sub legal moose on
9/14/2008 near Eureka. Henry’s moose only had 3 brow tines and was under
50 inches. A legal bull moose in GMU 13 is a spike fork or 50 inches
antler or antlers with 4 or more brow tines. The moose and antlers were
seized and Henry was issued a summons to appear in court date on
September 25.

Text: On 9/11/08, Eric A. Skaife, age 33, of Juneau, pled guilty in
Juneau District Court for failing to salvage a black bear hide/skull and
unlawful possession/transportation of the animal.=A0 The court sentenced
Skaife to a $10,000.00 fine with $5,000.00 suspended and revoked his
sport fishing/hunting privileges for 2 years.=A0 In addition, the court
ordered Skaife to pay an additional $600.00 in restitution for the black
bear, forfeit his compound-bow to the State and placed on probation for
2 years.=A0 This incident occurred during late July of 2007, at the
Cowee Creek Bridge in GMU 1C.

Type:  Misconduct Involving a Controlled Substance
Text:  On September 12, 2008,  Soldotna SCAN investigators, along with
the Alaska State Troopers and Soldotna Police Department served a search
warrant at 254 Banner Lane in Soldotna.   At the residence, Troopers
contacted Sheena Demaris, age 25, of Soldotna.  Demaris became
uncooperative and was subsequently arrested and charged with disorderly
conduct.  Investigators seized methamphetamine, trace amounts of heroin,
suspected psilocybin mushrooms, drug-related packaging material,
numerous digital scales, U.S. currency, various drug paraphernalia,
hydrocodone, valium and other prescription pills.  Numerous charges of
misconduct involving a controlled substance are being forwarded to the
District Attorney’s Office.
