Vehicle Crash On I-83 Claims Two Lives

(Sparks, Maryland) - Maryland State Police are continuing their investigation into an early morning crash on Interstate 83 in northern Baltimore County that claimed two lives and injured five people who were transported to area hospitals.
The deceased have been identified as Ronnel S. Offer, 25, of the 900-block of W. Benning Road, Galesville, Maryland. He was pronounced dead at the scene by medical personnel. Tyler M. Offer, 2 months, of the unit-block of N. 18th Street, Harrisburg, Pennsylvania. He was taken to Sinai Hospital by ambulance, and died of his injuries a short time later. Tyler Offer was the son of Ronnel Offer.
The injured are identified as Erika L. Braun, 19, of the unit-block of N. 18th Street, Harrisburg, Pennsylvania. She was transported by ambulance to Sinai Hospital with non-life threatening injuries. Braun is the mother of Tyler Offer. Clint M. Jones, 24, and Demarco T. Offer, 21, of the 900-block of W. Benning Road, Galesville, Maryland, were flown to Shock Trauma with injuries deemed critical at the time of the crash. Joe Y. Nimely, 42, and Celia S. Nimely, 34, of the 200-block Taylor Drive, York, Pennsylvania, were transported by ambulance to Shock Trauma with serious injuries.
The preliminary investigation indicates that shortly before 3:00 a.m., Braun was operating a 2001 Mazda, 626 northbound on I-83, south of Belfast Road, when she lost control of the vehicle, striking a guardrail along the left roadside. The force of the impact ejected Jones out the vehicle’s rear window. After the initial impact, the vehicle continued back onto the roadway where it became disabled in the right lane of I-83.
Erika Braun and Ronnel and Demarco Offer exited the vehicle. At that time Ronnel Offer re-entered the vehicle to unfasten Tyler Offer from his car seat. As Ronnel Offer pulled Tyler Offer from the vehicle, a 2007 Toyota Prius, operated by Joe Nimely, struck the Mazda and the pedestrians who were standing outside the vehicle.
Troopers from the Golden Ring Barracks responded to the crash and requested assistance from the Maryland State Police CRASH Team. The CRASH Team will be conducting a detailed reconstruction of the crash.
No charges have been filed in connection with the crash at this time. Alcohol is not believed to be a factor in this crash. The investigation is continuing.
Personnel from the State Highway Administration and the Baltimore County Police Department responded to assist with detours around the crash scene. Due to the extensive crash scene and the number of people injured, northbound I-83 remained closed for about four and one-half hours.
