Maricopa County Sheriff - Level 2 Sexual Offender Community Notification

The Maricopa County Sheriff’s Office (MCSO) is releasing the following information pursuant to ARS 13-3825, the Community Notification on Sex Offenders Law. It is the responsibility of the Chief Law Enforcement Officer having jurisdiction where the offender resides to make notification to the community. Notification must be made when certain sex offenders are released from the Arizona State Prison, accepted under an interstate compact or released from the county jail back into the community. The individual who appears on this notification has been convicted of a sex offense which allows for community notification. He is not wanted by the Maricopa County Sheriff’s Office at this time.
This notification is not intended to increase fear, rather it is our belief that an informed community is a safer community.
Citizen abuse of this information to threaten, intimidate, or harass sex offenders will not be tolerated. Further, such abuse
could potentially end law enforcement’s ability to complete community notifications. The Maricopa County Sheriff’s Office
has no legal authority to direct where a sex offender may or may not live. Unless court ordered restrictions exist, the offender is constitutionally free to live wherever he chooses.

In February of 1996, Leavitt was convicted of Attempted Molestation of a Child, sentenced to 12 years in
prison, and lifetime probation. Leavitt is not to have contact with any female or male who is under the age of 18,
without approval from the Probation Office.
Between October of 1987 and September of 1993, Leavitt sexually molested several minor victims, both male and female, who were between the ages of three and fifteen. Leavitt also made children touch his penis. Leavitt would invite the
children over on the pretense of swimming and playing with toys and puppies.
